Amends the Risk-Based Capital Article of the Illinois Insurance Code to provide that the Article applies to entities operating under the Dental Service Plan Act, the Health Maintenance Organization Act, the Limited Health Service Organization Act, and the Voluntary Health Services Plans Act. Provides that the applicability of the Risk-Based Capital Law in those organizations shall be phased in. Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Limited Health Service Organization Act. Revises the definition of the term "admitted assets". Provides that the term includes certain receivables from affiliates and amounts authorized to be included in annual statements prepared in accordance with guidelines adopted by the National Association of Insurance Commissioners. Removes a provision allowing insurers to exclude blindness existing at the time the policy was issued from coverage. Limits the use of genetic information in the absence of a diagnosis related to that genetic information. Provides that group accident and health insurance is the type that covers 2, rather than 10, employees or members. Provides that replacement group health insurance policies shall cover all employees and dependents covered under the coverage being replaced. Amends the Health Maintenance Organization Act and the Illinois Insurance Code with respect to coverage of adopted children. Provides that domestic life insurance companies may pay salaries of up to $200,000, rather than $100,000, without a vote by the board of directors. Effective immediately.
