Provides that victims of domestic violence may designate the Attorney General as agent for purposes of service of process and the receipt of mail. Provides for the certification of participants under the Act. Provides that the State and local agencies shall accept the address designated by the Attorney General as the participant's substitute address. Provides that the Attorney General shall provide assistance to victims of domestic violence. Contains other provisions. Amends the Election Code. Provides that participants under the Address Confidentiality for Victims of Domestic Violence Act may vote by absentee ballot. SENATE AMENDMENT NO. 1. Provides that subject to appropriations for the purposes of the Address Confidentiality for Victims of Domestic Violence Act, the Attorney General shall administer an address confidentiality program for victims of domestic violence.
