HOUSE AMENDMENT NO. 1. Deletes reference to: 815 ILCS 505/1 Adds reference to: 815 ILCS 505/10a from Ch. 121 1/2, par. 270a Deletes everything. Amends the Consumer Fraud and Deceptive Business Practices Act in the provisions dealing with actions for damages for a violation of the Act to include a person who is the holder of a retail installment contract in certain protections afforded to new and used motor vehicle dealers. SENATE AMENDMENT NO. 3. Deletes reference to: 815 ILCS 505/10a Adds reference to: New Act 815 ILCS 505/2Z Deletes everything. Creates the Home Repair and Remodeling Act. Provides that, before initiating home repair or remodeling work for over $1,000, a person engaged in the business of home repair or remodeling shall furnish to the customer a written contract or work order with specified information. Provides that any person engaging in the business of home repair and remodeling shall provide to its customers a copy of the "Home Repair: Know Your Consumer Rights" pamphlet. Provides the substance of the pamphlet. Requires any person engaged in the business of home repair and remodeling to obtain insurance in specified amounts. Makes it unlawful for any person engaged in the business of home repairs and remodeling to remodel or make repairs or charge for remodeling or repair work before obtaining a signed contract or work order over $1,000. Provides that the Attorney General or the State's Attorney of any county in this State may enforce the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to include the Home Repair and Remodeling Act in the list of Acts for which a violation is also a violation of the Consumer Fraud and Deceptive Business Practices Act.
