ED LAB RELA-BARGAINING SUBJECT                                             

Synopsis of Bill as introduced:
        Amends the Illinois Educational Labor Relations Act.  Limits  the      
   applicability  of  provisions  that  establish  prohibited subjects of      
   collective bargaining to  collective  bargaining  with  the  board  of      
   education  of  a  public school district organized under an Article of      
   the School Code that applies only to school districts whose boundaries      
   are coterminous with a city having a  population  exceeding  500,000.       
   Effective immediately.                                                      
          FISCAL NOTE (State Board of Education)                               
          There are no fiscal implications for SBE, only Chicago.              
          STATE MANDATES NOTE (State Board of Education)                       
          Same as SBE fiscal note.                                             
          FISCAL NOTE (Educational Labor Relations Board)                      
          Passage of HB1176 would likely result in a negligible increase       
          in the number of cases filed with the IELRB.
