House Sponsors: HOFFMAN. Short description: FIREARMS-SALES & CARDS Synopsis of Bill as introduced: Amends the Firearm Owners Identification Card Act. Exempts nonresidents who are competing in biathlon sporting events from the requirement of having a Firearm Owner's Identification Card in their possession. Provides that if the Department of State Police fails to respond to an inquiry about an applicant for purchase of a firearm's criminal history record information within the waiting period, the dealer must complete the transfer of the firearm to the applicant. Provides that the transfer of firearm requirements relating to the transferee displaying to the transferor his or her Firearm Owner's Identification Card do not apply to temporary or incidental loans of firearms. Provides that $2 of the application fee for a Firearm Owner's Identification Card (now one dollar is deposited in the Fund and one dollar in the General Revenue Fund) must be deposited in the Firearm Owner's Notification Fund. Provides that each Firearm Owner's Identification Card issued on or after September 1, 1999 must boldly and conspicuously display an authorization number from the National Instant Criminal Background Check System. Provides that Firearm Owner's Identification Cards are valid forms of identification in the same manner as driver's licenses and Illinois Identification Cards. Effective immediately.
