Short description: VEH CD-BICYCLE SAFETY-HELMETS Synopsis of Bill as introduced: Amends the Illinois Vehicle Code to provide that every passenger under 16 years of age on a motorcycle, motor driven cycle, motorized pedalcycle, or bicycle must wear a helmet. Imposes up to a $25 fine for a violation of these provisions. Requires that the Secretary of State create a bicycle safety video for public distribution when funds are available. Amends the School Code to require schools to teach the safe operation of a bicycle. HOUSE AMENDMENT NO. 1. Amends the Illinois Vehicle Code to provide that no operator shall permit a passenger of a motorcycle, motor driven cycle, or motorized pedalcycle under 16 years of age to ride without wearing a helmet (instead of placing the burden on the passenger under 16 years of age to wear a helmet). Changes the fine for a bicycle rider under 16 who doesn't wear a helmet (or a person who permits such a rider as a passenger on a bicycle) from a maximum civil fine of $25 to a maximum petty offense fine of $5. HOUSE AMENDMENT NO. 2. Deletes reference to: 625 ILCS 5/11-1507.2 Further amends the Illinois Vehicle Code to delete the provision that requires a person under 16 years of age to wear a helmet when riding a bicycle and the subsequent fine for failure to wear a helmet.
