Provides the circumstances under which an ophthalmic provider or mail-order ophthalmic provider may dispense contact lenses in the State or to a patient in the State. Provides for penalties and enforcement. Amends the Medical Practice Act of 1987, the Illinois Optometric Practice Act of 1987, and the Pharmacy Practice Act of 1987 to include violation of the Contact Lens Act as a ground for discipline. HOUSE AMENDMENT NO. 1. Deletes reference to: 225 ILCS 60/22 225 ILCS 80/24 225 ILCS 85/30 Adds reference to: New Act Deletes everything. Creates the Mail Order Contact Lens Act. Regulates mail-order ophthalmic providers through registration requirements. Provides that the Department of Professional Regulation shall establish a schedule of fees by rule. Provides a civil penalty for violation of the Act. SENATE AMENDMENT NO. 1. Defines "physician". Provides that notice of proposed rulemaking shall be transmitted to the Illinois Optometric Licensing and Disciplinary Board and the Medical Licensing Board.
