Synopsis of Bill as introduced:
        Amends  the   General  Obligation  Bond   Act.    Decreases   the      
   authorization for bonds by $2.  Effective immediately.                      
          STATE DEBT NOTE (Economic and Fiscal Commission)                     
          HB 705 would reduce by $2 the total amount of General Obliga-        
          tion bonds authorized.
