Short description: FIREARMS DEALERS LICENSE Synopsis of Bill as introduced: Creates the Firearms Dealer Licensing Law. Requires a person who engages in the business of selling or transferring firearms to be licensed by the Department of State Police. Establishes qualifications for licenses. Provides that it is a Class 4 felony to engage in the business of selling or transferring firearms without a license. Requires a licensed firearms dealer who sells or transfers a firearm to a person who is not a licensed dealer to report that sale or transfer to the Department of State Police. Requires a licensed firearms dealer to have at least $1,000,000 in liability insurance. Creates the Firearms Accountability Law. Provides that a person who intentionally or negligently delivers a firearm, firearm ammunition, or a silencer to: (1) a person who is not legally authorized to possess that item, (2) a person who is purchasing the item on behalf of another person, or (3) any person who knows or has reason to know that the item will be used unlawfully is civilly liable for the commission of any subsequent tortious conduct that directly or indirectly involves the use, attempted use, or threatened use of the item by any person. Amends the Firearm Owners Identification Card Act. Defines "transfer" of a firearm and firearm ammunition. Requires a person within 24 hours after making a sale or transfer of a firearm to report the sale or transfer to the Department of State Police.
