Senate Sponsors: MADIGAN,R-REA-LINK Short description: ST EMPL GRP INSUR-DNST TEACHER Synopsis of Bill as introduced: Amends the State Employees Group Insurance Act of 1971. Provides for the termination of the separate program of health benefits established for retired downstate teachers and their dependent beneficiaries and moves those persons into the State health plan, beginning no later than July 1, 2000. Requires persons with less than 20 years of service credit to contribute a portion of the cost of participation in the basic health plan, equal to 5% for each year of service less than 20. Provides that, in the case of a person who participates in the basic program of group health benefits and receives an annuity or monthly benefit under more than one of the retirement systems established under Articles 2, 14, 15, 16, and 18 of the Illinois Pension Code, the person's responsibility for the cost of participation in the basic program of group health benefits shall be reduced to reflect all of the State contributions to which the person is entitled; makes corresponding changes to provisions relating to new TRS State annuitants and survivors.
