   20 ILCS 655/4.1 new                                                         

        Amends the Illinois Enterprise Zone Act. Allows  Randolph  County      
   to  designate,  by  ordinance, any territory located within the county      
   and within one mile  of  the  banks  of  the  Kaskaskia  River  as  an      
   enterprise zone.
