(LUECHTEFELD) 105 ILCS 5/1D-1 105 ILCS 5/2-3.51 from Ch. 122, par. 2-3.51 Amends the School Code. Provides that the State Board of Education has the duty to improve the reading and study skills of children from kindergarten through twelfth (instead of through sixth) grade in school districts. Provides that one of the uses for Reading Improvement Block Grant Program funds shall be to continue direct reading instruction for grades 4 through 12 (instead of through 6). Makes related changes. Effective immediately. FISCAL NOTE (State Board of Education) The cost of the State's reading program under these block grants is essentially a policy issue to be determined in the budget and appropriation process. HB 2985 does not require or define any particular level of spending, nor does it specifi- cally require additional funds. Currently approximately $83.4 million is appropriated to K-6 districts ($58 per K-6 student and $135 per K-6 ESEA-Title I student). If the same amount were provided for each K-12 student and K-12 ESEA-Title I student, the appropriation would need to be approximately $151 million, an increase of approximately $70 million.
