Beginning July 1, 1999, requires that all diesel fuel sold at retail in counties subject to vehicle emission inspection must be B20 blend fuel, which is a fuel blend consisting of at least 20% biodiesel fuel derived from soybeans and no more than 80% conventional diesel fuel derived from petroleum. Requires the use of B20 blend fuel in state-owned vehicles capable of using diesel fuel, beginning no later than July 1, 1999.
