Deletes language requiring that certain rates of payment be determined on a quarterly basis. Deletes a provision establishing a minimum level for certain rates of payment. Provides that the Group Insurance Premium Fund is "a continuing fund not subject to fiscal year limitations" and provides for interest earned on the Fund to be deposited into the Fund. Changes certain provisions relating to community colleges and makes some of those provisions inoperative after June 30, 1999. Makes other changes.
