Directs the Secretary of Human Services to establish within the Department of Human Services a Rural Human Services Networking Program for the purpose of assisting human services providers in rural areas to develop pilot projects to address intense social problems through the creation of contracts or joint or cooperative agreements between those providers. Provides for grants to pilot project participants. Creates an Advisory Committee to assist the Secretary. Provides that the pilot project Program is repealed 5 years after the effective date of this amendatory Act of 1999. FISCAL NOTE (Department of Human Services) The bill adds certain administrative burdens to DHS; they do not appear so large as to add substantial costs.
