Provides that a person guilty of dumping garbage upon real property must pay a statutory minimum fine of $500 unless the defendant is indigent. If the defendant is indigent, the court must waive the fine. If the defendant has an equity interest in a motor vehicle that was used to commit the violation, the vehicle is subject to seizure and forfeiture to satisfy payment of the fine. SENATE AMENDMENT NO. 1. Deletes reference to: 720 ILCS 5/36-1 Deletes the provisions that permit the seizure and forfeiture of vehicles that are used in the commission of the offense of dumping garbage upon real property. SENATE AMENDMENT NO. 2.
