91_SR0457 LRB9115152RHrh 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate wish to 3 express their sincere condolences to the family and friends 4 of Richard Kepp, who passed away November 5, 2000; and 5 WHEREAS, Richard Kepp was Neoga's Mayor, having been 6 elected to the post in 1998 after serving out the term of the 7 former mayor, Jim Short; he had also served as Finance 8 Commissioner for two terms before that; and 9 WHEREAS, Richard Kepp worked hard to attract businesses 10 to the area and he was always willing to do what he thought 11 was right for the community; and 12 WHEREAS, Richard Kepp's touch reached beyond government 13 to other areas of the community; he was a strong member of 14 his church, Grace United Methodist, active in all its 15 activities; he taught Sunday school class for years and 16 worked with the Methodist Men's organization; and he served 17 as a lay pastor on numerous occasions; and 18 WHEREAS, As a community leader, Richard Kepp was one of 19 the primary forces in securing the nursing home for Neoga; he 20 served on the steering committee for Heartland Christian 21 Village; and he was also active with the Sarah Bush Lincoln 22 Health Center Foundation; and 23 WHEREAS, Richard Kepp was a very positive force for Neoga 24 students; he was also the most loyal of Indian fans, holding 25 season tickets and attending almost every sporting event 26 connected with the school; and 27 WHEREAS, The passing of Richard Kepp will be felt far 28 beyond his immediate family, friends, associates and the city 29 administration; therefore, be it 30 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL -2- LRB9115152RHrh 1 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 2 all who knew him, the death of Richard Kepp of Neoga, 3 Illinois; and be it further 4 RESOLVED, That a suitable copy of this resolution be 5 presented to the family of Richard Kepp.
