91_SR0338 SRS91SR0039ABsa 1 SENATE RESOLUTION 2 WHEREAS, In 1982, the Department on Aging established 13 3 planning and service areas that develop a service delivery 4 system for social and nutrition services needed by older 5 Illinoisans; and 6 WHEREAS, The service areas have not been revised since 7 they were created; and 8 WHEREAS, Illinois has experienced a continuous shifting 9 of population through the years resulting in demographic 10 changes within the service areas; and 11 WHEREAS, The population distribution of older Illinoisans 12 may be causing some service areas to represent more than 13 their share of the population while other service areas 14 represent a smaller percentage of the population; and 15 WHEREAS, It is in the best interest of the State to use 16 population totals from the 2000 federal census in determining 17 the population distribution of older Illinoisans in Illinois; 18 and 19 WHEREAS, The 2000 census final counts will not be 20 available until 2001; and therefore, be it 21 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 22 ASSEMBLY OF THE STATE OF ILLINOIS, that there is created 23 within the Department on Aging a task force to study the 24 feasibility of re-mapping planning and service areas; and be 25 it further 26 RESOLVED, That this resolution of the 91st General 27 Assembly takes precedence over Senate Resolution 135, also of 28 the 91st General Assembly, adopted May 26, 1999; and be it 29 further 30 RESOLVED, That the task force shall consist of one member -2- SRS91SR0039ABsa 1 from each planning and service area, appointed by the 2 Director of Aging; and be it further 3 RESOLVED, That the Director of Aging shall appoint not 4 more than 17 other members to the task force who shall be 5 persons interested in the planning, development, delivery, 6 and administration of services to senior citizens; and be it 7 further 8 RESOLVED, That the task force shall complete its study 9 using data from the federal 2000 census and shall include in 10 the study population totals, a summary of the required 11 services, and the population needs of each planning and 12 service area; and be it further 13 RESOLVED, That task force members shall serve without 14 compensation, but shall be reimbursed for their necessary 15 expenses actually incurred in performing their duties; and be 16 it further 17 RESOLVED, That the Task Force shall begin its study upon 18 adoption of this Resolution and make a preliminary report to 19 the General Assembly no later than January 9, 2001; and be it 20 further 21 RESOLVED, That a final report of the Task Force will be 22 requested no later than January 1, 2003; and be it further 23 RESOLVED, That a copy of this resolution shall be sent to 24 the Director of Aging.
