91_SR0328 LRB9113633CBcb 1 SENATE RESOLUTION 2 WHEREAS, The members of the Senate were saddened to learn 3 of the death of Richard Lee Smiley, Sr. of Chicago on March 4 15, 2000; and 5 WHEREAS, Richard Smiley, Sr. was born in Chicago on March 6 29, 1942, the son of Roscoe L. Smiley and the late Mrs. 7 Melonee Smiley-McFern; he grew up in the Altgeld Gardens 8 Community, believing in a strong community through solid 9 family ties; and 10 WHEREAS, Richard Smiley, Sr. firmly believed in personal 11 growth through education, as evidenced by his degrees; he 12 earned a Bachelor of Science degree and a Master of Public 13 Administration degree from Roosevelt University, a Master of 14 Science degree of science from Chicago State University, and 15 he was a doctoral candidate at Northern Illinois University; 16 and 17 WHEREAS, Richard Smiley, Sr. began his career in law 18 enforcement as a member of the Chicago Police Department; he 19 was a founder of the African American Police League; he later 20 served as Executive Security Specialist for the late Mayor 21 Harold Washington; he retired from the Chicago Police 22 Department; and 23 WHEREAS, Mr. Smiley was a member of the Fernwood United 24 Methodist Church; he was a faithful church member and served 25 on the Pastor's Parish and the Finance Committees; and 26 WHEREAS, A devoted husband, loving father, and proud 27 grandfather, Richard Smiley, Sr.'s passing will be deeply 28 felt by his family and friends, especially his wife, Yolanda; 29 his daughter and son-in-law, Twylia and Bryan Coachman; his 30 son and daughter-in-law, Richard, Jr. and Denese Smiley; his 31 granddaughter, Jada Smiley; his father, Roscoe R. Smiley; his -2- LRB9113633CBcb 1 sisters and brother-in-law, Patricia White and Charlotte and 2 Lawrence Taylor; his brothers and sisters-in-law, Roscoe and 3 Rosa Smiley and Ronald and Velma Smiley; his uncle, James 4 White; his mother-in-law, Helen Fairchild; his father-in-law, 5 LeRoy Fairchild; and a host of other relatives and friends; 6 therefore, be it 7 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 8 ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow 9 and regret the death of Richard Lee Smiley, Sr. and extend 10 our sincere condolences to his family and friends; and be it 11 further 12 RESOLVED, That a suitable copy of this resolution be 13 presented to his widow, Mrs. Yolanda L. Smiley.
