91_SR0292 SRS91SR0037ABsa 1 SENATE RESOLUTION 2 WHEREAS, Medical and technological advancements are 3 continually bringing scientific procedures close to the point 4 when human cloning is possible; and 5 WHEREAS, The ethical and medical consequences of human 6 cloning in our society are uncertain; and 7 WHEREAS, Opponents of human cloning see it as immoral 8 and an affront to nature, while proponents feel human cloning 9 is a noteworthy technological breakthrough with promising 10 medical applications; and 11 WHEREAS, The federal government has placed a ban on the 12 use of federal funds for human cloning research; and 13 WHEREAS, Many states have also placed a moratorium on 14 human cloning research; and 15 WHEREAS, It is in the best interest of the citizens of 16 Illinois to gather more information on the issue of human 17 cloning; therefore be it 18 RESOLVED BY THE SENATE OF THE NINETY-FIRST GENERAL 19 ASSEMBLY OF THE STATE OF ILLINOIS, that the University of 20 Illinois shall issue a report to the General Assembly on the 21 potential consequences of the cloning of human beings; and be 22 it further 23 RESOLVED, That the report shall consider views 24 represented by the fields of medicine, religion, 25 biotechnology, genetics, law, and bioethics; and be it 26 further 27 RESOLVED, That the report shall also consider opinions 28 of the general public; and be it further 29 RESOLVED, That the report shall include a review and -2- SRS91SR0037ABsa 1 evaluation of current and past public policy and research 2 related to human genetics; and be it further 3 RESOLVED, That the University of Illinois may consult 4 with other State agencies, as needed, in completing this 5 report; and be it further 6 RESOLVED, That the report shall be presented to the 7 General Assembly and to the Governor no later than January 9, 8 2001.
