91_SR0212 LRB9109310CBcb 1 SENATE RESOLUTION 2 WHEREAS, The members of the Senate were saddened to learn 3 of the death of Mildred Elizabeth Howard on October 28, 1999; 4 and 5 WHEREAS, She was born in Chicago on June 8, 1920, the 6 daughter of James and Emily Stroman; she grew up in Big Pine 7 and Key West, Florida; and 8 WHEREAS, She graduated, second in her class, from Booker 9 T. Washington High School in Miami, Florida; she won a 10 scholarship to Bethune Cookman College, but was unable to 11 attend for financial reasons; and 12 WHEREAS, After high school, she wrote a column, called 13 "Dots N' Dashes" for a local African American newspaper; she 14 was later inducted into the Miami Hall of Fame as the first 15 female newspaper columnist in Miami; and 16 WHEREAS, She married Willie Smith of Pierce, Florida, 17 during World War II; after Willie went off to war, she moved 18 north to Aurora, Illinois, to join her mother; Willie passed 19 away in 1954; she later married Jess Howard; and 20 WHEREAS, Mildred Howard worked for the United States 21 Postal Service in Illinois and Massachusetts; while in 22 Massachusetts, she completed Harvard University's Personnel 23 Management Course; she retired in 1983 after many awards and 24 accomplishments for her dedicated service; and 25 WHEREAS, Her passing will be deeply felt by her family 26 and friends, especially her children, Evelynn, Michael, 27 Brenda, Sylvia, Anthony, Willie, and Ronald; her ten 28 grandchildren; her three great-grandchildren; her sisters, 29 Marjorie Thomas and Melba Jaynes; and her brother, Warren 30 Stroman; therefore, be it -2- LRB9109310CBcb 1 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 2 ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow 3 and regret the death of Mildred Elizabeth Howard and extend 4 our sincere condolences to her family and friends; and be it 5 further 6 RESOLVED, That suitable copies of this resolution be 7 presented to the family of Mildred ELizabeth Howard.
