91_SR0209 LRB9109318KBkb 1 SENATE RESOLUTION 2 WHEREAS, The members of the Illinois Senate are saddened 3 to learn of the death of Timothy Swain of Peoria, Illinois; 4 Mr. Swain was born in Benton on August 20, 1909 and married 5 Katherine Cynthia Altorfer on October 3, 1936; she preceded 6 him in death; and 7 WHEREAS, Timothy Swain was a 1931 graduate of the 8 University of Illinois, and a 1933 graduate of the College of 9 Law; while at the U of I he served as business manager of the 10 Illio Yearbook; he was a musician and a former member of the 11 American Federation of Musicians of the AFL-CIO; and 12 WHEREAS, Mr. Swain began a 50 year law career in 1934; 13 after a solo career he joined the firm of Bartley and 14 Bartley; he later joined Arber, Swain & Johnson, later 15 renamed Swain, Johnson & Gard; Mr. Swain was of counsel to 16 the firm of Swain, Hartshorn & Scott in his later career; and 17 WHEREAS, In 1945 he served as corporation counsel for the 18 City of Peoria; for 36 years he served as corporation counsel 19 for R.G. LeTourneau Inc. and its successor companies; from 20 1947 to 1957 he served as co-founder and general counsel for 21 WIRL-AM; he was co-founder, president, and director of the 22 WIRL Television Co.; he was founder, vice president, 23 director, and general counsel for State Life of Illinois 24 Insurance Co. from 1959 to 1967; and 25 WHEREAS, He was the chairman of the bridge name committee 26 for the Murray M. Baker Bridge in 1958; he was a founding 27 member of the planning committee of the World Peace Through 28 Law Center in 1977; he served on the board of governors of 29 the Seventh Circuit Bar Association from 1977 to 1987; he was 30 a member of the Society of Trial Lawyers of Illinois; and was 31 a founder of Pioneer State Bank in Peoria, serving on the 32 board as president and chairman until his retirement in 1983; -2- LRB9109318KBkb 1 and 2 WHEREAS, Timothy Swain was a member of the Law Forum 3 Council, University of Illinois College of Law from 1953 to 4 1955, where he supervised the writing of Law Review articles; 5 he served on the University of Illinois board of trustees for 6 20 years, serving as president of the board from 1967 to 7 1969; he was chairman of the Merit Board, University Civil 8 Service System of Illinois from 1955 to 1968, and was elected 9 Trustee Emeritus in 1975; he was a long time member of the 10 President's Club at the University of Illinois and was the 11 recipient of the Distinguished Service Award from the 12 University Alumni Association; and 13 WHEREAS, Timothy Swain as president of the Peoria County 14 Bar Association and the Illinois State Bar Association; he 15 was the second Peoria lawyer to hold both positions; he was a 16 founding Fellow of the Illinois Bar Foundation, serving as 17 the director from 1958 to 1983; he was chairman of the 18 Illinois Bar Center Construction Committee from 1963 to 1965; 19 and 20 WHEREAS, Timothy Swain was a lifelong Republican, serving 21 as president and national committeeman of the Young 22 Republican Organization of Illinois from 1940 to 1942; he 23 served as a member of the Legal Advisors of the Republican 24 National Committee during President Reagan's administration; 25 and 26 WHEREAS, Timothy Swain served on the board of directors 27 of Neighborhood House for 25 years; he was on the board of 28 directors of the Girl Scouts from 1950 to 1957; he was a 32nd 29 Degree Mason-Consistory-Shriner; he was a long time member of 30 the Peoria Farm Bureau and a member of the Illinois 31 Agricultural Association; and 32 WHEREAS, Timothy Swain was a former member of the Country -3- LRB9109318KBkb 1 Club of Peoria, the Creve Coeur Club, and the Chicago Club; 2 and 3 WHEREAS, Timothy Swain is survived by his daughters, 4 Nancy (John) Swain Crawford, and Cynthia Swain Davis; his 5 son, Timothy II; his 11 grandchildren; and his five 6 great-grandchildren; therefore, be it 7 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 8 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 9 his family and friends, the death of Timothy Swain of Peoria, 10 Illinois; and be it further 11 RESOLVED, That a suitable copy of this resolution be 12 presented to the family of Timothy Swain.
