91_SR0147 LRB9106922NTsb 1 SENATE RESOLUTION 2 WHEREAS, Part-time and nontenure-track instructors have 3 increased into a source of inexpensive labor in higher 4 education; and 5 WHEREAS, A quality college or university must have a 6 corps of full-time, permanent, tenured faculty coordinating 7 the academic curriculum and teaching most of it; and 8 WHEREAS, Illinois public colleges and universities are 9 resorting to replacing tenured and tenure-track faculty 10 positions with increasing numbers of nontenure-track and 11 part-time teaching positions; and 12 WHEREAS, Courses should be taught only by highly 13 qualified people, whether full-time or part-time, tenured or 14 nontenured, who are paid a professional salary and included 15 in academic processes; and 16 WHEREAS, National studies have shown that the majority of 17 part-time faculty members teach under emphatically 18 substandard conditions; and 19 WHEREAS, Part-time and nontenure track positions are 20 disproportionately occupied by women; and 21 WHEREAS, National professional organizations representing 22 university and community college faculty, administrators, and 23 trustees have agreed that fair compensation for part-time and 24 nontenure-track faculty should be based on commensurate 25 qualifications with tenure-track faculty, with a goal of pro 26 rata rather than per course hour rates; therefore, be it 27 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 28 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Board of 29 Higher Education to review the growing dependence on 30 part-time and nontenure-track faculty in Illinois colleges -2- LRB9106922NTsb 1 and universities; and be it further 2 RESOLVED, That each public university and community 3 college governing board in the State provide a detailed 4 report, with rationale, to the Board of Higher Education by 5 November 15, 1999 regarding use and compensation of part-time 6 and nontenure-track faculty, with the Board of Higher 7 Education compiling the reports and providing them to the 8 General Assembly by December 15, 1999; and be it further 9 RESOLVED, That the Board of Higher Education, in 10 consultation with institutions and faculty organizations, 11 consider policies designed to discourage overreliance on 12 part-time and nontenure-track faculty for undergraduate 13 instruction while protecting those instructors performing 14 effectively in such positions; and be it further 15 RESOLVED, That the Board of Higher Education make 16 recommendations to the General Assembly concerning the 17 establishment of minimum salary and fringe benefits 18 provisions indexed to tenure-track faculty compensation for 19 part-time and nontenure-track faculty to ensure fair 20 employment and consistent emphasis on quality instruction at 21 all levels, from lower division through graduate instruction; 22 and be it further 23 RESOLVED, That a copy of this resolution be delivered to 24 the Board of Higher Education for reproduction and 25 distribution to the governing boards of each of the public 26 universities and public community college districts of this 27 State.
