91_SR0134 SRS91SR0017ABsa 1 SENATE RESOLUTION 2 WHEREAS, a majority of Illinois citizens make use of the 3 technological advances provided by automated teller machines 4 (ATM's) to conduct their banking; and 5 WHEREAS, ATM safety is becoming an important concern to 6 Illinois citizens; and 7 WHEREAS, according to a Minnesota researcher, online 8 debit cardholders initiate about 12 billion ATM transactions 9 annually in the United States and about one in every 3.5 10 million ATM transactions results in a robbery; and 11 WHEREAS, many different proposals have been suggested to 12 deter ATM-related crime; therefore be it 13 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 14 ASSEMBLY OF THE STATE OF ILLINOIS, That the Office of Banks 15 and Real Estate shall conduct a study of safety and security 16 issues surrounding the use of automated teller machines; and 17 be it further 18 RESOLVED, That the study shall look at the current safety 19 and security situation at Illinois financial institutions; 20 and be it further 21 RESOLVED, That the study shall also look at the merits 22 and shortcomings of different proposals for increased 23 security measures, including the reverse PIN warning safety 24 system; and be it further 25 RESOLVED, That the Office of Banks and Real Estate shall 26 issue a report of their findings to the General Assembly no 27 later than December 31, 1999; and be it further 28 RESOLVED, That a copy of this resolution shall be 29 forwarded to the Director of the Office of Banks and Real 30 Estate.
