1 SENATE RESOLUTION
2 WHEREAS, Israel is the only one of the 185 member nations
3 of the United Nations that is ineligible to serve on the
4 United Nations Security Council, the key deliberative group
5 in the world body; and
6 WHEREAS, The United Nations Charter provides for "the
7 equal rights....of nations large and small", but Israel, a
8 democratic nation and member of the United Nations since
9 1950, is denied the right to be elected as a temporary member
10 of the security council, unlike any other member of the
11 United Nations; and
12 WHEREAS, In order to be eligible for election to the
13 security council, a country must belong to a regional group;
14 every member state, from the smallest to the largest, is
15 included in one of the five regional groups; by geography,
16 Israel should be part of the Asian bloc, but countries such
17 as Iraq and Saudi Arabia have prevented its entry for
18 decades; and
19 WHEREAS, As a temporary measure, Israel has sought
20 acceptance in the West European and Others Group (WEOG),
21 which includes not only the democracies of Western Europe,
22 but also Australia, Canada, New Zealand, Turkey, and the
23 United States; but despite the support of several countries,
24 including the United States, Israel still has not been
25 admitted; and
26 WHEREAS, Without membership in a regional group, Israel
27 can never be elected to serve a term on the security council
28 or the other most important bodies of the United Nations
29 System, such as the Economic and Social Council (ECOSOC), the
30 World Court, UNICEF, and the Commission on Human Rights;
31 therefore, be it

1 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
2 ASSEMBLY OF THE STATE OF ILLINOIS, that we respectfully
3 memorialize and urge the United Nations West European and
4 Others Group, particularly members of the European Union, to
5 accept Israel as a temporary member; and be it further
6 RESOLVED, That suitable copies of this resolution be
7 forwarded to the Secretary-General of the United Nations, the
8 Representative of the Presidency of the European Union, and
9 the Permanent Representative of the United States to the
10 United Nations.
