91_SR0080enr 91SR0080 Enrolled SRS91SR0009ABsa 1 STATE OF ILLINOIS 2 NINETY-FIRST GENERAL ASSEMBLY 3 SENATE 4 Senate Resolution No. 80 5 Offered by Senators O'Malley and Burzynski 6 WHEREAS, At the present time, there is limited access to 7 dental care for people who are covered by the public aid 8 system; and 9 WHEREAS, The availability of dental services is a 10 necessity and should be available to all citizens, regardless 11 of economic situation; and 12 WHEREAS, With many new, young dentists opening practices 13 and struggling to repay their student loans, it has been 14 suggested that a program could be instituted in which 15 dentists would treat public aid recipients; in return for 16 their dental services, the State would credit the dentists 17 for the dental services they provided and would submit a 18 predetermined payment to the financial institution holding 19 those dentists' student loans; and 20 WHEREAS, This program would be initiated throughout the 21 State and would benefit the dentists, public aid patients, 22 and the State budget; therefore, be it 23 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 24 ASSEMBLY OF THE STATE OF ILLINOIS, that a Task Force is 25 hereby established to study the feasibility of legislation 26 that would allow public aid patients to receive quality, 27 basic dental services and, in return, the student loans of 28 the dentists providing these services would be reduced; and 29 be it further 30 RESOLVED, That the Task Force shall be made up of 11 31 members: one member appointed by the President of the Senate 32 to serve as chairperson; one member appointed by the Senate 91SR0080 Enrolled -2- SRS91SR0009ABsa 1 Minority Leader; one member appointed by the Director of the 2 Department of Public Aid; one member appointed by the 3 Director of the Department of Revenue; one member appointed 4 by the Illinois Student Assistance Commission; 3 5 representatives of the dentistry profession appointed by the 6 chairperson, one of whom is a recent graduate of dental 7 school; and 3 representatives with a knowledge of tax or 8 finance appointed by the chairperson; and be it further 9 RESOLVED, That the chairperson of the Task Force shall 10 invite participation from the Internal Revenue Service and a 11 representative of the Illinois Congressional delegation; and 12 be it further 13 RESOLVED, That meetings of the Task Force shall be 14 convened at the call of the chair and shall be open to the 15 public; and be it further 16 RESOLVED, That Task Force members shall not receive any 17 compensation for performing their duties; and be it further 18 RESOLVED, That the Task Force shall report its findings 19 and recommendations to the members of the Illinois Senate no 20 later than January 1, 2000; and be it further 21 RESOLVED, That suitable copies of this resolution be 22 forwarded to the Director of the Department of Public Aid, 23 the Director of the Department of Revenue and the Illinois 24 Student Assistance Commission. 25 Adopted by the Senate, April 26, 1999. 26 _______________________ _______________________ 27 Secretary of the Senate President of the Senate
