91_SR0041 LRB9100587DJcdA 1 SENATE RESOLUTION 2 WHEREAS, The State of Illinois must ensure that all of 3 its citizens who may need mental health evaluation and 4 treatment receive that evaluation and treatment as 5 expeditiously as possible and at the same time must ensure 6 that those citizens' constitutional and legal rights are 7 protected and enforced; and 8 WHEREAS, The laws of this State should be examined to 9 determine whether this State is fulfilling its 10 responsibilities toward its citizens who may need mental 11 health evaluation and treatment; therefore, be it 12 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 13 ASSEMBLY OF THE STATE OF ILLINOIS, that a Mental Health 14 Evaluation and Treatment Task Force shall convene to examine 15 Illinois laws to determine whether this State is fulfilling 16 its responsibilities toward its citizens who may need mental 17 health evaluation and treatment with respect to involuntary 18 commitment procedures and whether those laws should be 19 changed in order to better enable the State to fulfill its 20 responsibilities; and be it further 21 RESOLVED, That the Task Force shall consist of the 22 following 20 members: 23 (1) Two persons appointed by the President of the Senate. 24 (2) Two persons appointed by the Minority Leader of the 25 Senate. 26 (3) The Secretary of Human Services or his or her 27 designee. 28 (4) The Director of State Police or his or her designee. 29 (5) A representative of the Illinois State's Attorneys 30 Association. -2- LRB9100587DJcdA 1 (6) A representative of the Illinois State Medical 2 Society. 3 (7) The President of Equip for Equality or his or her 4 designee. 5 (8) A representative of the Guardianship and Advocacy 6 Commission. 7 (9) A representative of the Alliance for the Mentally Ill 8 of Illinois. 9 (10) A representative of the Illinois State Bar 10 Association. 11 (11) A representative of the Chicago Bar Association. 12 (12) A representative of the Mental Health Association in 13 Illinois. 14 (13) A representative of the Community Behavior 15 Healthcare Association of Illinois. 16 (14) A representative of the Illinois Hospital and Health 17 Systems Association. 18 (15) A representative of the Illinois Psychiatric 19 Society. 20 (16) A representative of the Illinois Psychological 21 Association. 22 (17) Two primary consumers of mental health services 23 appointed by the Chairman; and be it further 24 RESOLVED, That the President of the Senate shall 25 designate one of the members appointed by him or her to 26 serve as the chair of the Task Force; and be it further 27 RESOLVED, That the meetings of the Task Force shall be 28 convened at the call of the chair and shall be open to the -3- LRB9100587DJcdA 1 public; and be it further 2 RESOLVED, That the Task Force shall report its 3 recommendations for legislation to the Senate not later than 4 January 1, 2000; and be it further 5 RESOLVED, That the Task Force members shall not receive 6 any compensation for performing their duties or be reimbursed 7 for any expenses incurred in performing their duties; and be 8 it further 9 RESOLVED, That a suitable copy of this Resolution shall 10 be presented to each member of the Task Force.
