91_SJ0061 LRB9113452CBcbA 1 SENATE JOINT RESOLUTION 2 WHEREAS, Community-based human service providers, serving 3 individuals with developmental disabilities in Intermediate 4 Care Facilities for the Developmentally Disabled (ICF/DD) and 5 Intermediate Care Facilities for the Developmentally 6 Disabled-Developmental Training (ICF/DD-DT) programs in Will, 7 Grundy, Kankakee, and Kendall counties are grouped by the 8 State of Illinois into Health Service Area IX; and 9 WHEREAS, Community-based human service providers serving 10 individuals with developmental disabilities in Intermediate 11 Care Facilities for the Developmentally Disabled and 12 Intermediate Care Facilities for the Developmentally 13 Disabled-Developmental Training programs in the City of 14 Chicago, Cook, DuPage, McHenry, Lake, and Kane counties are 15 grouped by the State of Illinois into Health Service Areas 16 VI, VII, and VIII; and 17 WHEREAS, For planning purposes, the federal government 18 with the Chicago Metropolitan Statistical Area (CMSA) 19 includes Health Service Area IX along with Health Service 20 Area VI, VII, and VIII; and 21 WHEREAS, The State government, for planning purposes, has 22 grouped geographic areas based on population, socio-economic, 23 and utilization statistics, and has included Health Service 24 Area IX along with Health Service Area VI, VII, and VIII; and 25 WHEREAS, The capital rate component, which is the 26 reimbursement amount for the building costs in which the 27 Intermediate Care Facilities for the Developmentally Disabled 28 and Intermediate Care Facilities for the Developmentally 29 Disabled-Developmental Training services are rendered, is the 30 same for Health Service Areas VI, VII, and VIII as it is for 31 IX; and -2- LRB9113452CBcbA 1 WHEREAS, Will County is the fourth largest county in 2 Illinois, the fastest growing county in Illinois and a collar 3 county with a median household income higher than some 4 counties in Health Service Areas VI, VII, and VIII; and 5 WHEREAS, Community-based human service providers in 6 Health Service Area IX serving individuals with developmental 7 disabilities in Intermediate Care Facilities for the 8 Developmentally Disabled and Intermediate Care Facilities for 9 the Developmentally Disabled-Developmental Training programs 10 are funded far less for staff wages and other program costs 11 than community-based human service providers in Health 12 Service Areas VI, VII, and VIII; and 13 WHEREAS, This inequity in funding for staff wages and 14 other program related costs results in problems in staff 15 recruitment and retention; and 16 WHEREAS, Including community-based human service 17 providers serving people with developmental disabilities in 18 Intermediate Care Facilities for the Developmentally Disabled 19 and Intermediate Care Facilities for the Developmentally 20 Disabled-Development Training programs in Health Service Area 21 IX, with Health Service Areas VI, VII, and VIII, for the 22 funding of wages and other program related costs will enable 23 providers in Health Service Area IX to provide continuity of 24 services for persons with developmental disabilities because 25 turnover of staff will be reduced; therefore, be it 26 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 27 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 28 REPRESENTATIVES CONCURRING HEREIN, that we respectfully urge 29 the Governor, the Director of Public Aid, and the Secretary 30 of Human Services to take appropriate steps through the 31 rule-making process, by November 15, 2000, to include 32 community-based human service providers located in Health -3- LRB9113452CBcbA 1 Service Area IX along with VI, VII, and VIII for the funding 2 rate determination for staff wages and other related program 3 expenses in Intermediate Care Facilities for the 4 Developmentally Disabled and Intermediate Care Facilities for 5 the Developmentally Disabled-Development Training programs; 6 and be it further 7 RESOLVED, That suitable copies of this resolution be 8 delivered to the Governor, the Secretary of Human Services, 9 the Director of Public Aid, the Director of Public Health, 10 and the members of the Joint Committee on Administrative 11 Rules.
