91_SJ0055 LRB9113193NTsb 1 SENATE JOINT RESOLUTION 2 WHEREAS, In 1997 the General Assembly enacted Public Act 3 90-548, which created the Education Funding Advisory Board 4 consisting of 5 members appointed by the Governor; and 5 WHEREAS, The Education Funding Advisory Board, in 6 consultation with the State Board of Education, is required 7 to make recommendations for the per pupil foundation level of 8 financial support for the 2001-2002 school year and each 9 school year thereafter; and 10 WHEREAS, The recommended foundation level is to be 11 determined based on a methodology that incorporates basic 12 education expenditures of low-spending schools exhibiting 13 high academic performance; and 14 WHEREAS, The Education Funding Advisory Board, in 15 consultation with the State Board of Education, is required 16 to make recommendations for the supplemental general State 17 aid grant level for school districts with high concentrations 18 of children from poverty for the 2001-2002 school year and 19 each school year thereafter; and 20 WHEREAS, The Education Funding Advisory Board is required 21 to make both these recommendations to the General Assembly on 22 January 1 of odd numbered years, beginning on January 1, 23 2001; and 24 WHEREAS, The Governor has not yet appointed any members 25 to the Education Funding Advisory Board; and 26 WHEREAS, The Education Funding Advisory Board and the 27 staff of the State Board of Education should begin work soon 28 in order to make the best recommendations regarding the 29 foundation level and the supplemental general State aid grant 30 level by January 1, 2001; therefore be it -2- LRB9113193NTsb 1 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 2 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 3 REPRESENTATIVES CONCURRING HEREIN, that we urge the Governor 4 to appoint members to the Education Funding Advisory Board by 5 April 1, 2000 so that these members may be confirmed by the 6 Senate and the Board can begin its work; and be it further 7 RESOLVED, That suitable copies of this resolution be sent 8 to the Governor, to the Chairperson of the State Board of 9 Education, and to the State Superintendent of Education.
