91_SJ0035 LRB9106425LDmb 1 SENATE JOINT RESOLUTION 2 WHEREAS, The Federal Emergency Management Agency is 3 charged with creating and maintaining maps utilized by the 4 National Flood Insurance Program to determine the necessity 5 of insurance and the rates charged; and 6 WHEREAS, The accuracy of the maps determines the cost for 7 citizens who wish to participate in this vital program to 8 protect homeowners from financial disaster; and 9 WHEREAS, The National Flood Insurance Act of 1994 10 specifically requires lenders to consult FEMA maps to 11 determine if structures are required to obtain flood 12 insurance; and 13 WHEREAS, The cost of this product to the consumer is 14 directly determined by these maps, which in some cases are 15 over 20 years old and badly in need of updating; and 16 WHEREAS, Advances in flood control such as the deep 17 tunnel project of the Metropolitan Water Reclamation District 18 have significantly reduced the amount of flooding in certain 19 areas of the State, which alters the possible need of 20 enhanced insurance costs; and 21 WHEREAS, FEMA is now planning to revise these maps 22 nationwide and has asked the Congress for an appropriation to 23 complete the task; and 24 WHEREAS, Illinois was one of the states that experienced 25 the devastation of the great flood of 1993 and should be a 26 priority state for such revision; therefore, be it 27 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL 28 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF 29 REPRESENTATIVES CONCURRING HEREIN, that we urge the Congress 30 of the United States to appropriate such funds as are -2- LRB9106425LDmb 1 necessary to complete this vital program to insure that maps 2 are accurate so that homeowners are not charged exorbitant 3 rates based on outdated information; and be it further 4 RESOLVED, That suitable copies of this resolution be 5 delivered to the President pro tempore of the U.S. Senate, 6 the Speaker of the U.S. House of Representatives, and each 7 member of the Illinois congressional delegation.
