2 AMENDMENT NO. . Amend Senate Joint Resolution 32, on
3 page 1, line 30, by replacing the period with "; therefore,
4 be it"; and
5 on page 2, by replacing lines 4 and 5 with the following:
6 "Social Security as a contributory social insurance system
7 where risk is pooled among all workers and participation is
8 mandatory within a covered group; and".
