1 SENATE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT
3 RESOLVED, BY THE SENATE OF THE NINETY-FIRST GENERAL
4 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF
5 REPRESENTATIVES CONCURRING HEREIN, that there shall be
6 submitted to the electors of the State for adoption or
7 rejection at the general election next occurring at least 6
8 months after the adoption of this resolution a proposition to
9 add Section 25 of Article I of the Illinois Constitution as
10 follows:
11 ARTICLE I
12 BILL OF RIGHTS
13 (ILCON Art. I, Sec. 25 new)
14 SECTION 25. UNIVERSAL HEALTH CARE COVERAGE
15 Health care is an essential safeguard of human life and
16 dignity, and there is an obligation for the State of
17 Illinois to ensure that every person is able to realize this
18 fundamental right. On or before May 31, 2002, the General
19 Assembly by law shall enact a plan for universal health care
20 coverage that permits everyone in Illinois to obtain decent
21 health care on a regular basis.
22 SCHEDULE
23 This Constitutional Amendment takes effect upon approval
24 by the electors of this State.
