91_SB1744 LRB9112504NTksA 1 AN ACT making appropriations and reappropriations. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The sum of $394,200, or so much thereof as 5 may be necessary and remains unexpended at the close of 6 business on June 30, 2000, from an appropriation heretofore 7 made for such purpose in Article 14, Section 150 of Public 8 Act 90-585 and a reappropriation for that purpose in Article 9 1, Section 170 of Public Act 91-8, is reappropriated from the 10 Capital Development Fund to the Illinois Community College 11 Board for distribution as grants to community colleges for 12 technology infrastructure improvements. No contract shall be 13 entered into or obligation incurred for any expenditures from 14 the appropriation made in this Section until after the 15 purposes and amounts have been approved in writing by the 16 Governor. 17 Section 10. The sum of $500,000, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 2000, from an appropriation heretofore 20 made for such purpose in Article 14, Section 200 of Public 21 Act 90-585 and a reappropriation for that purpose in Article 22 1, Section 220 of Public Act 91-8, is reappropriated from the 23 Capital Development Fund to the Illinois Community College 24 Board for distribution as grants to community colleges for 25 technology infrastructure improvements. No contract shall be 26 entered into or obligation incurred for any expenditures from 27 the appropriation made in this Section until after the 28 purposes and amounts have been approved in writing by the 29 Governor. 30 Section 15. The sum of $72,400, or so much thereof as 22 may be necessary, is appropriated from the Education 23 Assistance Fund to the Illinois Community College Board for 24 the contractual services of the Central Office. 25 Section 25. The sum of $400,000, or so much thereof as 26 may be necessary, is appropriated from the General Revenue 27 Fund to the Illinois Community College Board for the 28 development of core values and leadership initiatives. 29 Section 30. The sum of $20,000,000, or so much thereof 30 as may be necessary, is appropriated from the Illinois 31 Community College Board Contracts and Grants Fund to the -3- LRB9112504NTksA 1 Illinois Community College Board to be expended under the 2 terms and conditions associated with the moneys being 3 received. 4 Section 35. The following named amounts, or so much 5 thereof as may be necessary, respectively, are appropriated 6 from the General Revenue Fund to the Illinois Community 7 College Board for distribution to qualifying public community 8 colleges for the purposes specified: 9 Base operating grants......................... $145,640,600 10 Small college grants.......................... 900,000 11 Equalization grants........................... 73,657,000 12 Special population grants..................... 13,000,000 13 Workforce preparation grants.................. 13,850,000 14 Advanced technology 15 equipment grants............................. 13,600,000 16 Retirees health 17 insurance grants............................. 735,000 18 Performance based initiatives grants.......... 2,000,000 19 Accelerated college enrollments grants........ 1,000,000 20 Current workforce training grants............. 5,000,000 21 Community college on-line grants.............. 550,000 22 Deferred maintenance grants................... 3,250,000 23 Total $273,182,600 24 Section 40. The following named amount, or so much 25 thereof as may be necessary, is appropriated from the General 26 Revenue Fund to the Illinois Community College Board for the 27 former community college district #541 in East St. Louis for 28 the purposes specified, including prior years' expenditures: 29 For grants to operate an educational facility 30 in East St. Louis............................ $3,300,000 31 Section 45. The sum of $750,000, or so much thereof as -4- LRB9112504NTksA 1 may be necessary, is appropriated from the General Revenue 2 Fund to the Illinois Community College Board for special 3 initiative grants. 4 Section 50. The sum of $37,186,000, or so much thereof 5 as may be necessary, is appropriated from the Education 6 Assistance Fund to the Illinois Community College Board for 7 distribution as base operating grants. 8 Section 55. The sum of $25,000, or so much thereof as 9 may be necessary, is appropriated from the Education 10 Assistance Fund to the Illinois Community College Board for a 11 grant to the Illinois Occupational Information Coordinating 12 Committee. 13 Section 60. The sum of $175,000, or so much thereof as 14 may be necessary, is appropriated from the General Revenue 15 Fund to the Illinois Community College Board for awarding 16 scholarships to graduates of the Lincoln's Challenge Program. 17 Section 65. The sum of $1,500,000, or so much thereof as 18 may be necessary, is appropriated from the AFDC Opportunities 19 Fund to the Illinois Community College Board for grants to 20 colleges for workforce training and technology and operating 21 costs of the Board for those purposes. 22 Section 70. The sum of $250,000 or so much thereof as 23 may be necessary, is appropriated from the Video Conferencing 24 User Fund to the Illinois Community College Board for video 25 conferencing expenses. 26 Section 75. The following named amounts, or so much 27 thereof as may be necessary, respectively, for the objects 28 and purposes hereinafter named, of Titles I, IIA, and IIC Job -5- LRB9112504NTksA 1 Training Partnership Act funds, are appropriated from the 2 Illinois Community College Board Fund to the Illinois 3 Community College Board: 4 For operations................................ $285,200 5 For 80% Subgrant/Project Grants to colleges... 1,408,500 6 Total $1,693,700 7 No contract shall be entered into or obligation incurred by 8 the Board for any expenditures authorized herein, until the 9 amounts have been approved in writing by the Department of 10 Commerce and Community Affairs. 11 Section 80. The sum of $2,000,000, or so much thereof as 12 may be necessary, is appropriated from the General Revenue 13 Fund to the Illinois Community College Board for adult 14 education grants and operating costs of the Board for these 15 grants. 16 Section 85. The sum of $6,000,000, or so much thereof as 17 may be necessary, is appropriated from the Build Illinois 18 Bond Fund for the Illinois Community College Board for 19 remodeling of facilities for compliance with the Americans 20 with Disabilities Act. This appropriated amount shall be in 21 addition to any other appropriated amounts that can be 22 expended for these purposes. No contract shall be entered 23 into or obligation incurred for any expenditures from the 24 appropriations made in this Section until after the purposes 25 and amounts have been approved in writing by the Governor. 26 Section 90. The amount of $3,000,000, or so much thereof 27 as may be necessary and remains unexpended on June 30, 2000, 28 from appropriations heretofore made for such purposes in 29 Article 92, Section 6-6.6 of Public Act 90-0585 and a 30 reappropriation for those purposes in Article 40, Section -6- LRB9112504NTksA 1 6-6.6 of Public Act 91-20, is reappropriated from the Build 2 Illinois Purposes Fund to the Illinois Community College 3 Board for the City Colleges of Chicago for costs associated 4 with planning, utilities, site improvements, repairs, 5 renovation, remodeling, and construction of Job Training 6 Centers. No contract shall be entered into or obligation 7 incurred for any expenditures from the appropriations made in 8 this Section until after the purposes and amounts have been 9 approved in writing by the Governor. 10 Section 95. The amount of $2,000,000, or so much thereof 11 as may be necessary and remains unexpended on June 30, 2000, 12 from appropriations heretofore made for such purposes in 13 Article 92, Section 8-5.3 of Public Act 90-0585 and a 14 reappropriation for those purposes in Article 40, Section 15 8-5.3 of Public Act 91-20, is reappropriated from the Build 16 Illinois Bond Fund to the Illinois Community College Board 17 for the City Colleges of Chicago for costs associated with 18 planning, utilities, site improvements, repairs, renovation, 19 remodeling, and construction of Job Training Centers. No 20 contract shall be entered into or obligation incurred for any 21 expenditures from the appropriations made in this Section 22 until after the purposes and amounts have been approved in 23 writing by the Governor. 24 Section 999. Effective date. This Act takes effect on 25 July 1, 2000.
