91_SB1675 LRB9111617DJcd 1 AN ACT in relation to tobacco settlement proceeds. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Tobacco Settlement Proceeds for Affordable Health Insurance 6 Coverage Act. 7 Section 5. Definitions. In this Act, "tobacco settlement 8 agreement" means the Master Settlement Agreement in the case 9 of People of the State of Illinois v. Philip Morris, Inc. et 10 al. (Circuit Court of Cook County, Case No. 96-L13146). The 11 term also includes any settlement with or judgment against a 12 tobacco product manufacturer not participating in that Master 13 Settlement Agreement, if the settlement or judgment is in 14 satisfaction of a released claim as that term is defined in 15 the Master Settlement Agreement. 16 Section 10. Tobacco settlement proceeds; small employer 17 tax rebate. Up to 25% of the amounts received by the State 18 pursuant to a tobacco settlement agreement shall be dedicated 19 to pay a tax rebate to small employers with high-risk 20 employees for the purpose of improving the affordability of 21 health insurance coverage for those employees and increasing 22 their access to health insurance coverage.
