91_SB1649eng SB1649 Engrossed LRB9109329MWcsA 1 AN ACT to amend the State Comptroller Act by changing 2 Section 21. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The State Comptroller Act is amended by 6 changing Section 21 as follows: 7 (15 ILCS 405/21) (from Ch. 15, par. 221) 8 Sec. 21. Rules and Regulations - Imprest accounts. The 9 Comptroller shall promulgate rules and regulations to 10 implement the exercise of his powers and performance of his 11 duties under this Act and to guide and assist State agencies 12 in complying with this Act. Any rule or regulation 13 specifically requiring the approval of the State Treasurer 14 under this Act for adoption by the comptroller shall require 15 the approval of the State Treasurer for modification or 16 repeal. 17 The Comptroller may provide in his rules and regulations 18 for periodic transfers, with the approval of the State 19 Treasurer, for use in accordance with the imprest system, 20 subject to the rules and regulations of the Comptroller as 21 respects vouchers, controls and reports, as follows: 22 (a) To the University of Illinois, Southern 23 Illinois University, Chicago State University, Eastern 24 Illinois University, Governors State University, Illinois 25 State University, Northeastern Illinois University, 26 Northern Illinois University, Western Illinois 27 University, and State Community College of East St. Louis 28 under the jurisdiction of the Illinois Community College 29 Board, not to exceed $200,000 for each campus. 30 (b) To the Department of Agriculture and the 31 Department of Commerce and Community Affairs for the SB1649 Engrossed -2- LRB9109329MWcsA 1 operation of overseas offices, not to exceed $200,000 for 2 each Department for each overseas office. 3 (c) To the Department of Agriculture for the 4 purpose of making change for activities at eachtheState 5 FairFairgrounds, not to exceed $200,000$100,000, to be 6 returned within 5 days of the termination of such 7 activity. 8 (d) To the Department of Agriculture to pay (i) 9 State Fair premiums and awards and State Fair 10 entertainmentevent percentagecontracts at each State 11 Fair, and (ii) ticket refunds for cancelled events. The 12 amount transferred from any fund shall not exceed the 13 appropriation for each specific purpose. This 14 authorization shall terminate each year within 6045days 15 of the close of eachthe annualState Fair. The 16 Department shall be responsible for withholding State 17 income tax, where necessary, as required by Section 709 18 of the Illinois Income Tax Act. 19 (e) To the State Treasurer to pay for securities' 20 safekeeping charges assessed by the Board of Governors of 21 the Federal Reserve System as a consequence of the 22 Treasurer's use of the government securities' book-entry 23 system. This account shall not exceed $25,000. 24 (f) To the Illinois Mathematics and Science 25 Academy, not to exceed $15,000. 26 (Source: P.A. 89-4, eff. 1-1-96.) 27 Section 99. Effective date. This Act takes effect on 28 July 1, 2000.
