91_SB1507 LRB9111142JMgc 1 AN ACT to amend the Illinois Commission on Community 2 Service Act. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Commission on Community Service 6 Act is amended by changing Sections 1, 2, 4, 6.1, and 7 as 7 follows: 8 (20 ILCS 710/1) (from Ch. 127, par. 3801) 9 Sec. 1. Creation. There is created in the Department of 10 Human ServicesCommerce and Community Affairsthe Illinois 11 Commission on Community Service. 12 (Source: P.A. 88-597; 89-84, eff. 7-1-95.) 13 (20 ILCS 710/2) (from Ch. 127, par. 3802) 14 Sec. 2. Purpose. The purpose of the Illinois Commission 15 on Community Service is to promote and support community 16 service in public and private programs to meet the needs of 17 Illinois citizens; to stimulate new community service 18 initiatives and partnerships; and to serve as a resource and 19 advocate within the Department of Human ServicesCommerce and20Community Affairsfor community service agencies, volunteers, 21 and programs which utilize State and private volunteers. 22 (Source: P.A. 88-597; 89-84, eff. 7-1-95.) 23 (20 ILCS 710/4) (from Ch. 127, par. 3804) 24 Sec. 4. Operation. The Director of Human Services 25Lieutenant Governorshall appoint a Director of the 26Lieutenant Governor'sCommission on Community Service who 27 shall serve at theLieutenant Governor'spleasure of the 28 Director of Human Services and who shall receive such 29 compensation as is determined by the Director of Human -2- LRB9111142JMgc 1 ServicesLieutenant Governor. The Director shall employ such 2 staff as is necessary to carry out the purpose of this Act. 3 The Commission, working in cooperation with State agencies, 4 individuals, local groups, and organizations throughout the 5 State, may undertake programs and activities which further 6 the purposes of this Act including, but not limited to, the 7 following: 8 (a) providing technical assistance to programs 9 which depend upon volunteers; 10 (b) initiating community service programs to meet 11 previously unmet needs in Illinois; 12 (c) promoting and coordinating efforts to expand 13 and improve the statewide community service network; 14 (d) recognizing outstanding community service 15 accomplishments; 16 (e) disseminating information to support community 17 service programs and to broaden community service 18 involvement throughout the State; 19 (f) implementing federally funded grant programs in 20 Illinois such as the National and Community Service Trust 21 Act. 22 The Commission may receive and expend funds, grants and 23 services from any source for purposes reasonable and 24 necessary to carry out a coordinated plan of community 25 service throughout the State. 26 (Source: P.A. 87-902; 88-597, eff. 1-9-95.) 27 (20 ILCS 710/6.1) 28 Sec. 6.1. Functions of Commission. The Commission shall 29 meet at least quarterly and shall advise and consult with the 30 Department of Human ServicesCommerce and Community Affairs31 and the Director on all matters relating to community service 32 in Illinois. In addition, the Commission shall have the 33 following duties: -3- LRB9111142JMgc 1 (a) prepare a 3-year national and community service 2 plan, developed through an open, public process and updated 3 annually; 4 (b) prepare the financial assistance applications of the 5 State under the National and Community Service Trust Fund Act 6 of 1993; 7 (c) assist in the preparation of the application by the 8 State Board of Education for assistance under that Act; 9 (d) prepare the State's application under that Act for 10 the approval of national service positions; 11 (e) assist in the provision of health care and child 12 care benefits under that Act; 13 (f) develop a State recruitment, placement, and 14 information dissemination system for participants in programs 15 that receive assistance under the national service laws; 16 (g) administer the State's grant program including 17 selection, oversight, and evaluation of grant recipients; 18 (h) make technical assistance available to enable 19 applicants to plan and implement service programs and to 20 apply for assistance under the national service laws; 21 (i) develop projects, training methods, curriculum 22 materials, and other activities related to service; 23 (j) coordinate its functions with any division of the 24 federal Corporation for National and Community Service 25 outlined in the National and Community Service Trust Fund Act 26 of 1993. 27 (k) publicize Office services and promote community 28 involvement in the activities of the Office; 29 (l) promote increased visibility and support for 30 volunteers of all ages, especially youth and senior citizens, 31 and community service in meeting the needs of Illinois 32 citizens; and 33 (m) represent the Department of Human ServicesCommerce34and Community Affairson such occasions and in such manner as -4- LRB9111142JMgc 1 the Departmentof Commerce and Community Affairsmay provide. 2 (Source: P.A. 88-597; 89-84, eff. 7-1-95.) 3 (20 ILCS 710/7) 4 Sec. 7. On the effective date of this amendatory Act of 5 the 91st General Assembly1995, the authority, powers, and 6 duties in this Act of the Lieutenant Governor andare7transferred tothe Department of Commerce and Community 8 Affairs are transferred to the Department of Human Services. 9 (Source: P.A. 89-84, eff. 7-1-95.) 10 (20 ILCS 710/10 rep.) 11 Section 10. The Illinois Commission on Community Service 12 Act is amended by repealing Section 10.
