91_SB1088eng SB1088 Engrossed LRB9102840LDpkA 1 AN ACT to amend the Environmental Protection Act by 2 adding Section 9.9. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Environmental Protection Act is amended 6 by adding Section 9.9 as follows: 7 (415 ILCS 5/9.9 new) 8 Sec. 9.9. Nitrogen oxide trading system. 9 (a) The General Assembly finds: 10 (1) That reducing emissions of nitrogen oxides 11 (NOx) in the State may be necessary for attainment of the 12 national ambient air quality standards for ozone. 13 (2) That emissions trading is a cost-effective 14 means of obtaining reductions of NOx emissions. 15 (b) The Agency may propose rules to the Board addressing 16 the implementation of a nitrogen oxide trading system. 17 Section 99. Effective date. This Act takes effect upon 18 becoming law.
