91_SB0993eng SB993 Engrossed LRB9102899NTsb 1 AN ACT concerning higher education, amending named Acts. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 adding Section 7h as follows: 6 (110 ILCS 305/7h new) 7 Sec. 7h. Waiver of confidentiality for tuition and fees 8 waiver. 9 (a) As a condition of receiving a tuition and fees 10 waiver on or after July 1, 1999, the student shall provide to 11 the University a waiver document stating that, 12 notwithstanding any provision of law to the contrary, if the 13 student receives a tuition and fees waiver, then the student 14 waives all rights to confidentiality with respect to the 15 contents of the waiver document. The waiver document shall 16 state at a minimum the student's name, domicile address, 17 attending university, degree program in which the student is 18 enrolled, and amount of tuition and fees waived by the 19 University and shall indicate whether the tuition and fees 20 waiver is based on student need. The waiver document must be 21 signed by the student. The student shall file the signed 22 waiver document with the University. By so filing the waiver 23 document, the student waives all his or her rights to 24 confidentiality with respect to the contents of the waiver 25 document. The University shall make the waiver document 26 available for inspection upon request. 27 (b) The Illinois Student Assistance Commission shall 28 prepare a form waiver document to be used as provided in 29 subsection (a) and shall provide copies of the form upon 30 request. Waiver of confidentiality for tuition and fees 5 waiver. 6 (a) As a condition of receiving a tuition and fees 7 waiver on or after July 1, 1999, the student shall provide to 8 the University a waiver document stating that, 9 notwithstanding any provision of law to the contrary, if the 10 student receives a tuition and fees waiver, then the student 11 waives all rights to confidentiality with respect to the 12 contents of the waiver document. The waiver document shall 13 state at a minimum the student's name, domicile address, 14 attending university, degree program in which the student is 15 enrolled, and amount of tuition and fees waived by the 16 University and shall indicate whether the tuition and fees 17 waiver is based on student need. The waiver document must be 18 signed by the student. The student shall file the signed 19 waiver document with the University. By so filing the waiver 20 document, the student waives all his or her rights to 21 confidentiality with respect to the contents of the waiver 22 document. The Chicago State University Law is amended 29 by adding Section 5-92 as follows: 30 (110 ILCS 660/5-92 new) 31 Sec. 5-92. The Eastern Illinois University Law is 25 amended by adding Section 10-92 as follows: 26 (110 ILCS 665/10-92 new) 27 Sec. 10-92. The Governors State University Law is 20 amended by adding Section 15-92 as follows: 21 (110 ILCS 670/15-92 new) 22 Sec. 15-92. The Western Illinois University Law is SB993 Engrossed -8- LRB9102899NTsb 1 amended by adding Section 35-92 as follows: 2 (110 ILCS 690/35-92 new) 3 Sec. 35-92. Waiver of confidentiality for tuition and 4 fees waiver. 5 (a) As a condition of receiving a tuition and fees 6 waiver on or after July 1, 1999, the student shall provide to 7 the University a waiver document stating that, 8 notwithstanding any provision of law to the contrary, if the 9 student receives a tuition and fees waiver, then the student 10 waives all rights to confidentiality with respect to the 11 contents of the waiver document. The waiver document shall 12 state at a minimum the student's name, domicile address, 13 attending university, degree program in which the student is 14 enrolled, and amount of tuition and fees waived by the 15 University and shall indicate whether the tuition and fees 16 waiver is based on student need. The waiver document must be 17 signed by the student. The student shall file the signed 18 waiver document with the University. By so filing the waiver 19 document, the student waives all his or her rights to 20 confidentiality with respect to the contents of the waiver 21 document. Effective date. This Act takes effect July 28 1, 1999.
