The sum of $500,000, or so much thereof that 10 may be necessary, is appropriated from the General Revenue 11 Fund to the Board of Higher Education for a grant for the 12 University Center of Lake County. 13 Section 35. The sum of $50,000, or so much thereof that 14 may be necessary, is appropriated from the General Revenue 15 Fund to the Board of Higher Education for graduation 16 incentives grants. 17 Section 40. The sum of $100,000, or so much thereof that 18 may be necessary, is appropriated from the General Revenue 19 Fund to the Board of Higher Education for a grant to West 20 Central Illinois Telecommunications Corporation/CONVOCOM. 21 Section 45. The amount of $15,000,000, or so much 22 thereof as may be necessary and remains unexpended at the 23 close of business on June 30, 1999, from an appropriation 24 heretofore made for such purpose in Section 30 of Article 14 25 of Public Act 90-585, is reappropriated from the Capital 26 Development Fund to the Board of Higher Education for 27 distribution as grants authorized by the Higher Education 28 Cooperation Act to support a statewide 29 telecommunications-based instructional delivery system. No 30 grants shall be made from the appropriation made in this SB629 Enrolled -4- SRA91S0012MJcp 1 Section until after the amount has been approved in writing 2 by the Governor. 3 Section 50. The sum of $10,000,000, or so much thereof 4 as may be necessary, is appropriated from the General Revenue 5 Fund to the Board of Higher Education for distribution as 6 incentive grants to Illinois higher education institutions in 7 the competition for external grants and contracts. 8 Section 55. The sum of $16,149,600, or so much thereof 9 as may be necessary, is appropriated from the General Revenue 10 Fund to the Board of Higher Education for distribution as 11 grants authorized by Section 3 of the Illinois Financial 12 Assistance Act for Nonpublic Institutions of Higher Learning. 13 Section 60. The sum of $4,500,000, or so much thereof as 14 may be necessary, is appropriated from the Education 15 Assistance Fund to the Board of Higher Education for 16 distribution as grants authorized by Section 3 of the 17 Illinois Financial Assistance Act for Nonpublic Institutions 18 of Higher Learning. 19 Section 65. The sum of $2,800,000, or so much thereof as 11 may be necessary, is appropriated from the General Revenue 12 Fund to the Board of Higher Education for distribution as 13 engineering equipment grants authorized by Section 9.13 of 14 the Board of Higher Education Act. 15 Section 80. The sum of $2,900,000, or so much thereof as 16 may be necessary, is appropriated from the Higher Education 17 Title II Fund to the Board of Higher Education for grants 18 from funds provided under the Dwight D. Eisenhower 19 Professional Development Program. 20 Section 85. The sum of $3,445,000, or so much thereof as 21 may be necessary, is appropriated from the General Revenue 22 Fund to the Department of Public Health for distribution of 23 medical education scholarships authorized by an Act to 24 provide grants for family practice residency programs and 25 medical student scholarships through the Illinois Department 26 of Public Health. 27 Section 90. The sum of $1,600,000, or so much thereof as 28 may be necessary, is appropriated from the General Revenue 29 Fund to the Board of Higher Education for distribution as SB629 Enrolled -6- SRA91S0012MJcp 1 grants authorized by the Illinois Consortium for Educational 2 Opportunity Act. 3 Section 95. The sum of $25,000, or so much thereof as 4 may be necessary, is appropriated from the Education 5 Assistance Fund to the Board of Higher Education for the 6 Illinois Occupational Information Coordinating Committee. 7 Section 100. The sum of $2,050,000, or so much thereof 8 as may be necessary, is appropriated from the General Revenue 9 Fund to the Board of Higher Education for distribution as 10 grants for Cooperative Work Study Programs to institutions of 11 higher education. 12 Section 105. The sum of $15,000,000, or so much thereof 13 as may be necessary, is appropriated from the Education 14 Assistance Fund to the Board of Higher Education for costs 15 related to the Illinois Century Network backbone, costs for 16 connecting colleges and universities to the backbone, and 17 costs for connecting the LincOn Network to the backbone. 18 Section 105a . No contract shall be entered into or obligation 17 incurred for any expenditures from the appropriation made in 18 this Section until after the purposes and amounts have been 19 approved in writing by the Governor. 20 Section 130. The sum of $441,400, or so much thereof as 21 may be necessary and remains unexpended at the close of 22 business on June 30, 1999, from an appropriation heretofore 23 made for such purpose in Article 14, Section 110 of Public 24 Act 90-585, is reappropriated from the Capital Development 25 Fund to the Board of Trustees of Eastern Illinois University 26 for technology infrastructure improvements at Eastern 27 Illinois University. No contract shall be entered into or 28 obligation incurred for any expenditures from the 29 appropriation made in this Section until after the purposes 30 and amounts have been approved in writing by the Governor. 31 Section 135. The sum of $221,800, or so much thereof as 32 may be necessary and remains unexpended at the close of SB629 Enrolled -9- SRA91S0012MJcp 1 business on June 30, 1999, from an appropriation heretofore 2 made for such purpose in Article 14, Section 115 of Public 3 Act 90-585, is reappropriated from the Capital Development 4 Fund to the Board of Trustees of Governors State University 5 for technology infrastructure improvements at Governors State 6 University. No contract shall be entered into or obligation 7 incurred for any expenditures from the appropriation made in 8 this Section until after the purposes and amounts have been 9 approved in writing by the Governor. 10 Section 140. The sum of $620,100, or so much thereof as 11 may be necessary and remains unexpended at the close of 12 business on June 30, 1999, from an appropriation heretofore 13 made for such purpose in Article 14, Section 120 of Public 14 Act 90-585, is reappropriated from the Capital Development 15 Fund to the Board of Trustees of Illinois State University 16 for technology infrastructure improvements at Illinois State 17 University. No contract shall be entered into or obligation 18 incurred for any expenditures from the appropriation made in 19 this Section until after the purposes and amounts have been 20 approved in writing by the Governor. 21 Section 145. The sum of $324,000, or so much thereof as 22 may be necessary and remains unexpended at the close of 23 business on June 30, 1999, from an appropriation heretofore 24 made for such purpose in Article 14, Section 125 of Public 25 Act 90-585, is reappropriated from the Capital Development 26 Fund to the Board of Trustees of Northeastern Illinois 27 University for technology infrastructure improvements at 28 Northeastern Illinois University. No contract shall be 29 entered into or obligation incurred for any expenditures from 30 the appropriation made in this Section until after the 31 purposes and amounts have been approved in writing by the 32 Governor. The sum of $649,900, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 1999, from an appropriation heretofore 4 made for such purpose in Article 14, Section 130 of Public 5 Act 90-585, is reappropriated from the Capital Development 6 Fund to the Board of Trustees of Northern Illinois University 7 for technology infrastructure improvements at Northern 8 Illinois University. No contract shall be entered into or 9 obligation incurred for any expenditures from the 10 appropriation made in this Section until after the purposes 11 and amounts have been approved in writing by the Governor. 12 Section 155. The sum of $424,400, or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 1999, from an appropriation heretofore 15 made for such purpose in Article 14, Section 135 of Public 16 Act 90-585, is reappropriated from the Capital Development 17 Fund to the Board of Trustees of Western Illinois University 18 for technology infrastructure improvements at Western 19 Illinois University. No contract shall be entered into or 20 obligation incurred for any expenditures from the 21 appropriation made in this Section until after the purposes 22 and amounts have been approved in writing by the Governor. 23 Section 160. The sum of $1,014,700, or so much thereof 24 as may be necessary and remains unexpended at the close of 25 business on June 30, 1999, from an appropriation heretofore 26 made for such purpose in Article 14, Section 140 of Public 27 Act 90-585, is reappropriated from the Capital Development 28 Fund to the Board of Trustees of Southern Illinois University 29 for technology infrastructure improvements at Southern 30 Illinois University. No contract shall be entered into or 31 obligation incurred for any expenditures from the 32 appropriation made in this Section until after the purposes SB629 Enrolled -11- SRA91S0012MJcp 1 and amounts have been approved in writing by the Governor. 2 Section 165. The sum of $2,148,300, or so much thereof 3 as may be necessary and remains unexpended at the close of 4 business on June 30, 1999, from an appropriation heretofore 5 made for such purpose in Article 14, Section 145 of Public 6 Act 90-585, is reappropriated from the Capital Development 7 Fund to the Board of Trustees of the University of Illinois 8 for technology infrastructure improvements at the University 9 of Illinois. No contract shall be entered into or obligation 10 incurred for any expenditures from the appropriation made in 11 this Section until after the purposes and amounts have been 12 approved in writing by the Governor. 13 Section 170. The sum of $8,857,100 or so much thereof as 14 may be necessary and remains unexpended at the close of 15 business on June 30, 1999, from an appropriation heretofore 16 made for such purpose in Article 14, Section 150 of Public 17 Act 90-585, is reappropriated from the Capital Development 18 Fund to the Illinois Community College Board for distribution 19 as grants to community colleges for technology infrastructure 20 improvements. No contract shall be entered into or obligation 21 incurred for any expenditures from the appropriation made in 22 this Section until after the purposes and amounts have been 23 approved in writing by the Governor. 24 Section 175. The sum of $201,100, or so much thereof as 25 may be necessary and remains unexpended at the close of 26 business on June 30, 1999, from an appropriation heretofore 27 made for such purpose in Article 14, Section 155 of Public 28 Act 90-585, is reappropriated from the Capital Development 29 Fund to the Board of Trustees of Chicago State University for 30 technology infrastructure improvements at Chicago State 31 University. The sum of $290,100, or so much thereof as 5 may be necessary and remains unexpended at the close of 6 business on June 30, 1999, from an appropriation heretofore 7 made for such purpose in Article 14, Section 160 of Public 8 Act 90-585, is reappropriated from the Capital Development 9 Fund to the Board of Trustees of Eastern Illinois University 10 for technology infrastructure improvements at Eastern 11 Illinois University. No contract shall be entered into or 12 obligation incurred for any expenditures from the 13 appropriation made in this Section until after the purposes 14 and amounts have been approved in writing by the Governor. 15 Section 185. The sum of $143,600, or so much thereof as 16 may be necessary and remains unexpended at the close of 17 business on June 30, 1999, from an appropriation heretofore 18 made for such purpose in Article 14, Section 165 of Public 19 Act 90-585, is reappropriated from the Capital Development 20 Fund to the Board of Trustees of Governors State University 21 for technology infrastructure improvements at Governors State 22 University. No contract shall be entered into or obligation 23 incurred for any expenditures from the appropriation made in 24 this Section until after the purposes and amounts have been 25 approved in writing by the Governor. 26 Section 190. The sum of $403,600, or so much thereof as 27 may be necessary and remains unexpended at the close of 28 business on June 30, 1999, from an appropriation heretofore 29 made for such purpose in Article 14, Section 170 of Public 30 Act 90-585, is reappropriated from the Capital Development 31 Fund to the Board of Trustees of Illinois State University 32 for technology infrastructure improvements at Illinois State SB629 Enrolled -13- SRA91S0012MJcp 1 University. No contract shall be entered into or obligation 2 incurred for any expenditures from the appropriation made in 3 this Section until after the purposes and amounts have been 4 approved in writing by the Governor. 5 Section 195. The sum of $213,100, or so much thereof as 6 may be necessary and remains unexpended at the close of 7 business on June 30, 1999, from an appropriation heretofore 8 made for such purpose in Article 14, Section 175 of Public 9 Act 90-585, is reappropriated from the Capital Development 10 Fund to the Board of Trustees of Northeastern Illinois 11 University for technology infrastructure improvements at 12 Northeastern Illinois University. No contract shall be 13 entered into or obligation incurred for any expenditures from 14 the appropriation made in this Section until after the 15 purposes and amounts have been approved in writing by the 16 Governor. 17 Section 200. The sum of $281,700, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 1999, from an appropriation heretofore 20 made for such purpose in Article 14, Section 185 of Public 21 Act 90-585, is reappropriated from the Capital Development 22 Fund to the Board of Trustees of Western Illinois University 23 for technology infrastructure improvements at Western 24 Illinois University. No contract shall be entered into or 25 obligation incurred for any expenditures from the 26 appropriation made in this Section until after the purposes 27 and amounts have been approved in writing by the Governor. 28 Section 210. The sum of $665,100, or so much thereof as 29 may be necessary and remains unexpended at the close of 30 business on June 30, 1999, from an appropriation heretofore 31 made for such purpose in Article 14, Section 190 of Public SB629 Enrolled -14- SRA91S0012MJcp 1 Act 90-585, is reappropriated from the Capital Development 2 Fund to the Board of Trustees of Southern Illinois University 3 for technology infrastructure improvements at Southern 4 Illinois University. No contract shall be entered into or 5 obligation incurred for any expenditures from the 6 appropriation made in this Section until after the purposes 7 and amounts have been approved in writing by the Governor. 8 Section 215. The sum of $1,393,400, or so much thereof 9 as may be necessary and remains unexpended at the close of 10 business on June 30, 1999, from an appropriation heretofore 11 made for such purpose in Article 14, Section 195 of Public 12 Act 90-585, is reappropriated from the Capital Development 13 Fund to the Board of Trustees of the University of Illinois 14 for technology infrastructure improvements at the University 15 of Illinois. No contract shall be entered into or obligation 16 incurred for any expenditures from the appropriation made in 17 this Section until after the purposes and amounts have been 18 approved in writing by the Governor. 19 Section 220. The sum of $5,975,800, or so much thereof 20 as may be necessary and remains unexpended at the close of 21 business on June 30, 1999, from an appropriation heretofore 22 made for such purpose in Article 14, Section 200 of Public 23 Act 90-585, is reappropriated from the Capital Development 24 Fund to the Illinois Community College Board for distribution 25 as grants to community colleges for technology infrastructure 26 improvements. No contract shall be entered into or obligation 27 incurred for any expenditures from the appropriation made in 28 this Section until after the purposes and amounts have been 29 approved in writing by the Governor. 30 Section 225. The amount of $2,700,000, or so much 31 thereof as may be necessary, is appropriated from the Fund SB629 Enrolled -15- SRA91S0012MJcp 1 for Illinois' Future to the Board of Higher Education for 2 grants to private higher education institutions for 3 technology improvements. 4 Section 230. The sum of $100,000, or so much thereof as 5 may be necessary, is appropriated from the Fund for Illinois' 6 Future to the Board of Higher Education for a grant to the 7 Victoria Foundation for Career Connector Program start up 8 costs. 9 Section 235. The sum of $4,100,000, or so much thereof 10 as may be necessary, is appropriated from the Fund for 11 Illinois' Future to the Board of Higher Education for grants 12 to private higher education institutions for infrastructure 13 improvements including but not limited to planning, 14 construction, reconstruction, renovation and equipment. 15 Section 240. The sum of $80,000, or so much thereof as 16 may be necessary, is appropriated from the Fund for Illinois' 17 Future to the Board of Higher Education for Eastern 18 University for the following projects: 19 Upgrade electrical, Coleman Hall.............. $50,000 20 Replace entry deck, Lantz Complex............. $30,000 21 Section 245. The sum of $285,000, or so much thereof as 22 may be necessary, is appropriated from the Capital 23 Development Fund to the Board of Higher Education for Western 24 Illinois University to purchase and improve a day care 25 center. 26 Section 250. The amount of $25,000, or so much thereof 27 as may be necessary, is appropriated from the Fund for 28 Illinois' Future to the Illinois Board of Higher Education 29 for a grant to Roosevelt University for the purpose of SB629 Enrolled -16- SRA91S0012MJcp 1 restoring Ganz Memorial Recital Hall. 2 Section 255. The amount of $30,000, or so much thereof 3 as may be necessary, is appropriated from the Fund for 4 Illinois' Future to the Board of Higher Education for a grant 5 to Lake Forest College for costs associated with a distance 6 learning facility. 7 Section 260. The amount of $500,000, or so much thereof 8 as may be necessary, is appropriated from the Fund for 9 Illinois' Future to the Board of Higher Education for a grant 10 to Columbia College for the construction of a student union. 11 Section 265. The sum of $300,000, or so much thereof as 12 may be necessary, is appropriated from the Fund for Illinois' 13 Future to the Board of Higher Education for a grant to Scholl 14 College to upgrade the informational technology program. 15 Section 270. The sum of $1,000,000, or so much thereof 16 as may be necessary, is appropriated from the Fund for 17 Illinois' Future to the Board of Higher Education for a grant 18 to DePaul University for High-Tech work force program 19 scholarships for Information Technology workers. 20 Section 275. The sum of $400,000, or so much thereof as 21 may be necessary, is appropriated from the Fund for Illinois' 22 Future to the Board of Higher Education for a grant to 23 Kennedy-King College for the Job Training Program. 24 Section 280. The sum of $150,000, or so much thereof as 25 may be necessary, is appropriated from the Fund for Illinois' 26 Future to the Board of Higher Education for a grant to 27 Kennedy-King College for the establishment of a Domestic 28 Violence Prevention Program. The sum of $400,000, or so much thereof as 2 may be necessary, is appropriated from the Fund for Illinois' 3 Future to the Board of Higher Education for a grant to 4 Blackburn College for technology expenses. 5 ARTICLE 2 6 Section 5. The amount of $29,175,000, or so much of that 2 amount as may be necessary, is appropriated from the General 3 Revenue Fund to the Teachers' Retirement System of the State 4 of Illinois for transfer into the Teachers' Health Insurance 5 Security Fund as the State's contribution for teachers' 6 health benefits. 7 Section 10.
