 1                    AMENDMENT TO SENATE BILL 621

 2        AMENDMENT NO.     .  Amend Senate Bill 621, by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  following  sums, or so much thereof as
 5    may be  necessary,  respectively,  are  appropriated  to  the
 6    President  of  the  Senate  and  the  Speaker of the House of
 7    Representatives for furnishing the items provided in  Section
 8    4  of  the  General  Assembly  Compensation Act to members of
 9    their respective houses throughout  the  year  in  connection
10    with their legislative duties and responsibilities and not in
11    connection with any political campaign, as prescribed by law:
12    To the President of the Senate...............    $  3,953,000
13    To the Speaker of the House of
14      Representatives............................       6,726,000
15        Total                                         $10,679,000

16        Section  10.   Payments  from the amounts appropriated in
17    Section 5 of  this  Article  shall  be  made  only  upon  the
18    delivery  of  a  voucher  approved by the member to the State
19    Comptroller.  The voucher  shall  also  be  approved  by  the
20    President  of  the  Senate  or  the  Speaker  of the House of
21    Representatives as the case may be.

 1        Section 15.  The following named sums, or so much thereof
 2    as may  be  necessary,  respectively,  for  the  objects  and
 3    purposes  hereinafter  named,  are  appropriated  to meet the
 4    ordinary and contingent expenses of the Senate:
 5    For the  ordinary  and  incidental  expenses  of
 6        legislative leadership and legislative staff
 7        assistants:
 8        President................................... $  4,384,600
 9        Minority Leader.............................    4,384,600
10    For  the  ordinary  and  incidental  expenses of
11        committees,   the    general    staff    and
12        operations,  per diem employees, special and
13        standing  committees  of  the   Senate   and
14        expenses incurred in transcribing and
15        printing of Senate debate...................    3,392,500
16    For  the ordinary and incidental expenses of the
17        Senate, also  including  the  purchasing  on
18        contract  as  required  by  law of printing,
19        binding, printing paper, stationery and
20        office supplies.............................      182,200
21    For allowances for the particular and additional
22        services appertaining to or entailed by  the
23        respective  officers  of the Senate named in
24        and  in  accordance   with   the   following
25        schedule:
26        President...................................       71,000
27        Minority Leader.............................       71,000
28    For travel, including expenses to Springfield of
29        members  on  official  legislative  business
30        during weeks when the General Assembly is
31        not in session..............................       49,100
32        Total                                         $12,535,000

33        Section  20.   The sum of $588,100, or so much thereof as

 1    may be necessary, is appropriated for the use of  the  Senate
 2    standing committees for expert witnesses, technical services,
 3    consulting   assistance   and   other   research   assistance
 4    associated  with  special  studies  and  long  range research
 5    projects which may be requested by the standing committees.

 6        Section 25.  The sum of $62,700, or so  much  thereof  as
 7    may  be  necessary, is appropriated from the General Assembly
 8    Operations Revolving Fund to the Office of the President,  to
 9    meet the ordinary and contingent expenses of the Senate.

10        Section 30.  The following named sums, or so much thereof
11    as  may  be  necessary,  respectively,  for  the  objects and
12    purposes hereinafter named,  are  appropriated  to  meet  the
13    ordinary,  incidental  and  contingent  expenses of the House
14    Majority and Minority Leadership Staff and Office operations:
15        For the Speaker............................. $  3,926,400
16        For the Minority Leader.....................    3,926,400
17        Total                                          $6,592,800

18        Section 35.  The following named sums, or so much thereof
19    as may be necessary, are appropriated to meet  the  ordinary,
20    incidental  and contingent expenses of the House Majority and
21    Minority Leadership Staff and the general staff:
22        For the Speaker............................. $    304,400
23        For the Minority Leader.....................      138,000
24        Total                                            $442,400

25        Section 40.  The following named sums, or so much thereof
26    as may  be  necessary,  respectively,  for  the  objects  and
27    purposes  hereinafter named, relating to the operation of the
28    House  of  Representatives,  are  appropriated  to  meet  its
29    ordinary and contingent expenses:
30    For the ordinary and incidental expenses of  the

 1        general  staff,  operations, and special and
 2        standing committees of the  House,  for  per
 3        diem employees and for expenses incurred in
 4        transcribing and printing of House debates..   $4,503,200
 5    For  the ordinary and incidental expenses of the
 6        House,  also  including  the  purchasing  on
 7        contract as required  by  law  of  printing,
 8        binding,   printing  paper,  stationery  and
 9        office supplies, no part of which  shall  be
10        expended   for   expenses   of   purchasing,
11        handling  or  distributing such supplies and
12        against  which  no  indebtedness  shall   be
13        incurred without the written approval of the
14        Speaker of the House of Representatives.....       85,000
15    Pursuant    to    the   Legislative   Commission
16        Reorganization Act of 1984, to  the  Speaker
17        of the House for
18        Standing House Committees...................    2,027,000
19        Total                                          $6,615,200

20        Section  45.  The following named sum, or so much thereof
21    as may be necessary, for the objects and purposes hereinafter
22    named, relating to House membership, is appropriated to  meet
23    the ordinary and contingent expenses of the House:
24    For travel, including expenses to
25      Springfield of members on official
26      legislative business during weeks when
27      the General Assembly is not in session .............$25,900

28        Section  50.  The  sum  of $62,700, or so much thereof as
29    may be necessary, is appropriated from the  General  Assembly
30    Operations  Revolving  Fund  to the Office of the Speaker, to
31    meet the ordinary and contingent expenses of the House.

 1        Section 55.  As used  in  Sections  30  and  35  of  this
 2    Article,  except  where  the  approval  of the Speaker of the
 3    House  of  Representatives  is  expressly  required  for  the
 4    expenditure of or the incurring of  indebtedness  against  an
 5    appropriation  for  certain  purchases on contract, "Speaker"
 6    means the leader of the party having the  largest  number  of
 7    members  of  the  House  of Representatives as of January 13,
 8    1999, and "Minority Leader" means the  leader  of  the  party
 9    having  the  second largest number of members of the House of
10    Representatives as of January 13, 1999.

11        Section 99.  Effective date.  This Act takes effect  July
12    1, 1999.".
