1 AMENDMENT TO SENATE BILL 589
2 AMENDMENT NO. . Amend Senate Bill 589, by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The following amounts, or so much of those
5 amounts as may be necessary, respectively, are appropriated
6 from the General Revenue Fund to the Illinois Student
7 Assistance Commission for its ordinary and contingent
8 expenses:

3 Section 10. The sum of $135,000, or so much of that
4 amount as may be necessary, is appropriated from the General
5 Revenue Fund to the Illinois Student Assistance Commission
6 for costs associated with administration of the Illinois
7 Higher EdNet, a clearinghouse for post-secondary education
8 financial aid information.
9 Section 15. The sum of $100,000, or so much thereof as
10 may be necessary, is appropriated to the Illinois Student
11 Assistance Commission from the Higher EdNet Fund for costs
12 associated with administration of the Illinois Higher EdNet,
13 a clearinghouse for post-secondary education financial aid
14 information.
15 Section 20. The following named amounts, or so much
16 thereof as may be necessary, respectively, are appropriated
17 from the Education Assistance Fund to the Illinois Student
18 Assistance Commission for its ordinary and contingent
19 expenses:

30 Student Loan Fund for costs associated with the Loan Based
31 Solution system replacement project.

1 Section 30. The sum of $250,915,800, or so much thereof
2 as may be necessary, is appropriated to the Illinois Student
3 Assistance Commission from the General Revenue Fund for
4 payment of grant awards to students eligible to receive such
5 awards, as provided by law, including up to $2,700,000 for
6 transfer into the Monetary Award Program Reserve Fund.
7 Section 35. The sum of $3,850,000, or so much thereof as
8 may be necessary, is appropriated to the Illinois Student
9 Assistance Commission from the Monetary Award Program Reserve
10 Fund for payment of grant awards to full-time and part-time
11 students eligible to receive such awards, as provided by law.
12 Section 40. The following named amounts, or so much
13 thereof as may be necessary, respectively, are appropriated
14 from the General Revenue Fund to the Illinois Student
15 Assistance Commission for the following purposes:
16 Grants and Scholarships
17 For payment of matching grants to Illinois
18 institutions to supplement scholarship
19 programs, as provided by law................. $ 1,000,000
20 For payment of Merit Recognition Scholarships
21 to undergraduate students under the Merit
22 Recognition Scholarship Program provided
23 for in Section 30 of the Higher Education
24 Student Assistance Act....................... 4,700,000
25 For the payment of scholarships to students
26 who are children of policemen or firemen
27 killed in the line of duty, or who are
28 dependents of correctional officers
29 killed or permanently disabled in the line,
30 of duty as provided by law................... 150,000
31 For payment of Illinois National Guard and
32 Naval Militia Scholarships at State-

1 controlled universities and public
2 community colleges in Illinois to
3 students eligible to receive such

20 Section 45. The following named amounts, or so much
21 thereof as may be necessary, respectively, are appropriated
22 from the Education Assistance Fund to the Illinois Student
23 Assistance Commission for the following purposes:
24 Grants and Scholarships
25 For payment of grant awards to full-time and
26 part-time students eligible to receive such
27 awards, as provided by law................... $ 81,970,000
28 For payment of Illinois Incentive for Access
29 grants as provided by law.................... 4,000,000
30 Total $85,970,000
31 Section 50. The following sum, or so much thereof as may
32 be necessary, is appropriated from the Federal State Student

1 Incentive Trust Fund to the Illinois Student Assistance
2 Commission for the following purpose:
3 Grants
4 For payment of grant awards to full-time and
5 part-time students eligible to receive such
6 awards, as provided by law......................$1,500,000
7 Section 55. The sum of $162,500,000, or so much thereof
8 as may be necessary, is appropriated from the Student
9 Assistance Commission Student Loan Fund to the Illinois
10 Student Assistance Commission for distribution when necessary
11 as a result of guarantees of loans that are uncollectable or
12 for payments required under agreements with the United States
13 Secretary of Education.
14 Section 57. The sum of $1,000,000, or so much thereof as
15 may be necessary, is appropriated from the Federal Reserve
16 Recall Fund to the Illinois Student Assistance Commission for
17 the transfer of interest income to the Student Loan Operating
18 Fund.
19 Section 58. The sum of $73,200,000, or so much thereof
20 as may be necessary, is appropriated from the Student Loan
21 Operating Fund to the Illinois Student Assistance Commission
22 for transfer to the Federal Student Loan Fund from revenues
23 derived from collection payments owed to the U.S. Department
24 of Education, complement revenues, and payments required
25 under agreements with the U.S. Secretary of Education.
26 Section 60. The sum of $100,000, or so much of that
27 amount as may be necessary, is appropriated from the Accounts
28 Receivable Fund to the Illinois Student Assistance Commission
29 for costs associated with the collection of delinquent
30 scholarship awards pursuant to the Illinois Collection Act of

1 1986.
2 Section 65. The following named amount, or so much
3 thereof as may be necessary, respectively, is appropriated
4 from the Federal Student Assistance Scholarship Fund to the
5 Illinois Student Assistance Commission for the following
6 purpose:
7 For payment of Robert C. Byrd
8 Honors Scholarships.............................$1,750,000
9 Section 70. The sum of $70,000, or so much thereof as
10 may be necessary, is appropriated to the Illinois Student
11 Assistance Commission from the University Grant Fund for
12 payment of grants for the Higher Education License Plate
13 Program, as provided by law.
14 Section 99. Effective date. This Act takes effect July
15 1, 1999.".
