91_SB0555 LRB9102820NTsb 1 AN ACT to amend the School Code by changing Section 2 21-13. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 21-13 as follow: 7 (105 ILCS 5/21-13) (from Ch. 122, par. 21-13) 8 Sec. 21-13. State Teacher Certification Board - 9 Examinations - Issuance of certificates.) For the purpose of 10 carrying out the provisions of this Article with regard to 11 certificates there is hereby created a State Teacher 12 Certification Board to consist of the State Superintendent of 13 Education, or a representative appointed by him, who shall be 14 ex-officio chairman, 5 administrative or faculty members of 15 public or private colleges or universities located in 16 Illinois, 3 administrators and 8 classroom teachers 17 (increased to 10 classroom teachers beginning July 1, 1992) 18 in the public schools and one regional superintendent of 19 schools, each to be appointed by the State Board of 20 Education; provided, that at least one of the administrators 21 and at least 2 of the classroom teachers (increased to at 22 least 3 classroom teachers beginning July 1, 1992) so 23 appointed shall be employees of a school district which is 24 subject to the provisions of Article 34. A candidate may be 25 nominated for a vacant teacher's position on the State 26 Teacher Certification Board by filing with the State Board of 27 Education a petition signed by 250 persons holding valid 28 teaching certificates. Any professional teachers' 29 organization may submit one candidate for nomination for each 30 vacancy for each 20,000, or major portion thereof, members of 31 that organization who hold valid teaching certificates. The -2- LRB9102820NTsb 1 nominations submitted to the State Board of Education under 2 this Section to fill a vacancy or an expiring term shall be 3 advisory. Nomination for State Teacher Certification Board 4 members must be submitted to the State Board of Education 5 within 90 days after the vacancy or vacancies occur. If no 6 nominations are received by the State Board of Education for 7 a vacancy within such 90 day period, the State Board of 8 Education may appoint any qualified person to fill the 9 vacancy. Nominations to fill an expiring term in a teacher's 10 position must be submitted to the State Board of Education at 11 least 30 days before the expiration of such term. The regular 12 term of each member is 3 years. The 2 additional classroom 13 teacher members added by this amendatory Act of 1991 shall be 14 appointed by the State Board of Education within 90 days 15 after the effective date of that Act, each to terms 16 commencing on July 1, 1992; provided that the additional 17 classroom teacher members so appointed shall determine 18 staggered terms of 1 and 3 years by lot, and their successors 19 shall then serve regular terms of 3 years. The term of an 20 appointed member of the State Teacher Certification Board 21 shall expire on June 30 of its final year. 22 The State Board of Education shall appoint a secretary of 23 the State Teacher Certification Board. 24 The State Teacher Certification Board shall hold regular 25 meetings at least quarterly, and such other special meetings 26 as may be necessary. 27 The necessary expenses of the State Teacher Certification 28 Board shall be provided through the State Board of Education. 29 The State Board of Education in consultation with the State 30 Teacher Certification Board may make and prescribe rules 31 necessary for the administration of this Article. 32 (Source: P.A. 87-694.) 33 Section 99.
