91_SB0359sam001 LRB9103363NTsbam 1 AMENDMENT TO SENATE BILL 359 2 AMENDMENT NO. . Amend Senate Bill 359 by replacing 3 everything after the enacting clause with the following: 4 "Section 5. The Civil Administrative Code of Illinois is 5 amended by adding Section 56.3 as follows: 6 (20 ILCS 1405/56.3 new) 7 Sec. 56.3. Insurance Fraud Task Force. 8 (a) The Insurance Fraud Task Force is hereby established 9 and shall consist of the following: 10 (1) The Director of Insurance or his or her 11 designee. 12 (2) The Director of State Police or his or her 13 designee. 14 (3) The Attorney General or his or her designee. 15 (4) Five representatives appointed by the Governor 16 by September 1, 1999 as follows: 17 (A) One representative of a county sheriff's 18 department. 19 (B) One representative of a United States 20 criminal investigative department or agency. 21 (C) One representative of a prosecuting 22 authority of a city, a village, an incorporated -2- LRB9103363NTsbam 1 town, a county, or this State. 2 (D) Two insurance consumers. 3 (5) Seven representatives of insurers appointed by 4 the Director of Insurance by September 1, 1999, 5 representing large, medium, and small property, casualty, 6 disability, life, and health insurers in this State, and 7 one representative of a health maintenance organization 8 appointed by the Director of Insurance by September 1, 9 1999. 10 (b) The Insurance Fraud Task Force shall do all of the 11 following: 12 (1) Investigate the issue of organized insurance 13 fraud and methods to combat organized insurance fraud. 14 (2) Examine ways to unite the resources of the 15 insurance industry with the appropriate components of 16 federal and State criminal justice systems so that 17 organized insurance fraud schemes are identified and 18 thoroughly investigated and the perpetrators are 19 prosecuted in the best interests of justice. 20 (3) Examine the concept of creating a private 21 agency to assist in combating organized insurance fraud 22 and all ways to fund the agency, including current 23 funding of insurance mechanisms related to insurance 24 crimes. 25 (4) Report to the Governor and the General Assembly 26 no later than July 1, 2000 on its findings and 27 recommendations. 28 (c) This Section is repealed on July 1, 2000. 29 Section 99. Effective date. This Act takes effect upon 30 becoming law.".
