1 AN ACT to amend the Riverboat Gambling Act by adding
2 Section 5.2.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Riverboat Gambling Act is amended by
6 adding Section 5.2 as follows:
7 (235 ILCS 10/5.2 new)
8 Sec. 5.2. Revolving door prohibition.
9 (a) For the purpose of this Section, "affected person"
10 means a person who is (i) a former member of the Board or
11 (ii) a person formerly employed by the Board in a position
12 other than a secretarial or clerical position.
13 (b) An affected person or the spouse, child, or sibling
14 of an affected person may not, within one year of the
15 termination of the affected person's services with the Board:
16 (1) represent any person before the Board in a
17 professional capacity with respect to any Board matter in
18 which the affected person participated personally and
19 substantially as a member or employee of the Board;
20 (2) act as agent or attorney for anyone other than
21 the State of Illinois in connection with any particular
22 Board matter in which the affected person participated
23 personally and substantially as a member or employee of
24 the Board; or
25 (3) accept employment with any riverboat casino
26 gambling operation or applicant for an owners license
27 under this Act in this State.
28 (c) An owners licensee or an applicant for an owners
29 license under this Act may not offer employment to or
30 otherwise hire an affected person or the spouse, child, or
31 sibling of an affected person as an agent or attorney within

1 one year of the termination of the affected person's
2 membership on the Board or employment with the Board if that
3 employment would violate subsection (a) of this Section.
