91_SB0171ccr001 LRB9101640EGfgccr1 1 91ST GENERAL ASSEMBLY 2 CONFERENCE COMMITTEE REPORT 3 ON SENATE BILL 171 4 ------------------------------------------------------------- 5 ------------------------------------------------------------- 6 To the President of the Senate and the Speaker of the 7 House of Representatives: 8 We, the conference committee appointed to consider the 9 differences between the houses in relation to House Amendment 10 No. 1 to Senate Bill 171, recommend the following: 11 (1) that the House recede from House Amendment No. 1; and 12 (2) that Senate Bill 171 be amended on page 3, by replacing 13 lines 14 through 30 with the following: 14 "Notwithstanding any other provision of this Section, a 15 non-homerule municipality of 130,000 or fewer inhabitants, 16 through its council or board of trustees, may, by ordinance, 17 provide for a position of deputy chief to be appointed by the 18 chief of the police department. The ordinance shall provide 19 for no more than one deputy chief position if the police 20 department has fewer than 25 full-time police officers and 21 for no more than 2 deputy chief positions if the police 22 department has 25 or more full-time police officers. The 23 deputy chief position shall be an exempt rank immediately 24 below that of Chief. The deputy chief may be appointed from 25 any rank of sworn, full-time officers of the municipality's 26 police department, but must have at least 5 years of 27 full-time service as a police officer in that department. A 28 deputy chief shall serve at the discretion of the Chief and, 29 if removed from the position, shall revert to the rank held 30 immediately prior to appointment to the deputy chief 31 position.". 32 Submitted on May 25, 1999 33 s/Sen.
