91_HR0886 LRB9114979RHrhA 1 HOUSE RESOLUTION 2 WHEREAS, The members of the House wish to honor Jack T. 3 Knuepfer on his lifetime of public service and dedication to 4 the citizens of DuPage County; and 5 WHEREAS, Jack T. Knuepfer is a successful businessman, 6 veteran of World War II, and dedicated civic leader; and 7 WHEREAS, Jack T. Knuepfer was elected and served as an 8 alderman of the City of Elmhurst from 1954 until 1958; and 9 WHEREAS, Jack T. Knuepfer served as a member of five 10 sessions of the Illinois General Assembly, beginning in 1964 11 with his election to the House of Representatives and 12 continuing with his election to the Senate in 1966 through 13 his retirement from the legislature in 1974; and 14 WHEREAS, Jack T. Knuepfer, as a member of the Illinois 15 General Assembly, sponsored legislation creating the Illinois 16 Water Pollution Control Act and the Illinois Certificate of 17 Need, and was the chief author of many of the statutes 18 pertaining to local government in Illinois; and 19 WHEREAS, Jack T. Knuepfer again was called to public 20 service in 1978 and was elected Chairman of the DuPage County 21 Board, the first person elected at-large to hold the office; 22 and 23 WHEREAS, The accomplishments of Jack T. Knuepfer during 24 his twelve years as DuPage County Board Chairman include 25 projects to control flooding in eastern DuPage County, the 26 implementation of a curbside recycling program, the 27 construction of the Lake Michigan water pipeline, the 28 construction of Interstate 355, the addition of the Great 29 Western Trail to the DuPage County Trail System, the creation 30 of the DuPage Airport Authority, the establishment of the 31 I-88 High Tech Corridor, the planning for a DuPage County -2- LRB9114979RHrhA 1 Children's Museum, the implementation of a countywide 911 2 system, and the creation of a County Human Services 3 Department; and 4 WHEREAS, Jack T. Knuepfer's leadership and vision led to 5 the construction of a new DuPage County jail, a judicial and 6 office facility, and two parking garages at the Government 7 Complex at County Farm Road; and 8 WHEREAS, Following his retirement as DuPage County Board 9 Chairman, Jack T. Knuepfer's continued efforts toward the 10 creation of a memorial honoring all veterans from DuPage 11 County led to the construction of the DuPage County Veterans 12 Memorial, which was dedicated in 1999; and 13 WHEREAS, In recognition of his life-long service to the 14 DuPage community, the DuPage County Board rededicated the 15 DuPage County Administration Building as the Jack T. Knuepfer 16 Administration Building on November 14, 2000; therefore, be 17 it 18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 19 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 20 we honor Jack T. Knuepfer on his lifetime of public service 21 and dedication to the citizens of DuPage County; we offer him 22 continued good health and good wishes in all of his future 23 endeavors; and be it further 24 RESOLVED, That a suitable copy of this resolution be 25 presented to Jack T. Knuepfer, along with our sincere 26 congratulations and appreciation.
