91_HR0883ham001 LRB9114888KBkb 1 HOUSE RESOLUTION 2 WHEREAS, The Amber Plan is an early warning system 3 available for use by law enforcement agencies to alert the 4 general public over the Emergency Broadcasting System via 5 television and radio when a child has been kidnapped and 6 police believe the child may be in danger; and 7 WHEREAS, The Amber Plan was created in the Dallas-Fort 8 Worth region after the murder of Amber Hagerman, a 9-year old 9 girl who was abducted from her Arlington, Texas home in 1996; 10 and 11 WHEREAS, The Amber Plan has led to the successful outcome 12 of seven out of thirty child abduction cases since its 13 activation in Texas in 1997; and 14 WHEREAS, The Florida Department of Law Enforcement has 15 recently adopted the Florida Missing Child Alert Program, the 16 first statewide program designed after the Amber Plan, to 17 provide an immediate radio alert to the public when reports 18 of a child abduction have been confirmed by law enforcement 19 agencies; and 20 WHEREAS, The State of Oklahoma has adopted a version of 21 the Amber Plan as an early warning system to alert the public 22 when a child has been kidnapped in an effort to coerce a 23 kidnapper into releasing the child, for fear of being caught; 24 and 25 WHEREAS, The Illinois counties of Knox and St. Clair and 26 the metropolitan St. Louis area have implemented programs 27 resembling the Amber Plan to aid in the search for missing 28 and abducted children; therefore, be it 29 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 30 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 31 we urge the implementation of the Illinois Emergency Missing -2- LRB9114888KBkb 1 Child Alert Program by the Department of State Police, in 2 conjunction with the Illinois Emergency Management Agency, 3 the Illinois Broadcasting Association, and the Federal 4 Communications Commission, as an emergency alert program to 5 make information regarding a missing child available to the 6 public for the purposes of recovering the missing child; and 7 be it further 8 RESOLVED, That suitable copies of this resolution be 9 presented to the heads of the Department of State Police, the 10 Illinois Emergency Management Agency, the Illinois 11 Broadcasting Association, and the Federal Communications 12 Commission.
