1 HOUSE RESOLUTION
2 WHEREAS, The goal of the Second Chance program includes
3 comprehensive intake/assessment services, employment, job
4 referral, and placement services, education and life skills
5 training, and substance abuse services; and
6 WHEREAS, For 34 years the Lake County Urban League has
7 provided comprehensive services, employment education, and
8 economic development for ex-offenders in Lake County; for
9 more than 10 years the Lake County Urban League, through its
10 Employment Services Department, has provided services to
11 adult nonviolent offenders referred by the 19th Judicial
12 Circuit; and
13 WHEREAS, Many of the clients serviced by the Lake County
14 Urban League have limited or no prior work experience; the
15 Lake County Urban League provides them with job readiness
16 training, job referral and placement, retention skill
17 training, and life skills training; individuals are taught
18 how to complete job applications and prepare a resume; as
19 part of the Job Readiness Training, individuals learn how to
20 conduct successful job interviews, and proper interpersonal
21 skills and attitudes, as well as receive GED preparation; and
22 WHEREAS, As part of Job Referral and Placement,
23 individuals are prepared for interviews and taught the
24 importance of networking, as well as receive help in
25 identifying job leads; and
26 WHEREAS, The Lake County Urban League puts a strong
27 emphasis on job retention, which begins the day the
28 participant enters the program and is supported by intensive
29 follow-up and job coaching after job placement; by providing
30 these types of programs, participants will be prepared to
31 address issues and problems that may arise; Life Skills
32 training helps program participants deal with day-to-day

1 stresses; they are taught anger management, and receive
2 problem-solving training; parenting skills, diversity
3 training, and sexual harassment sensitivity training are also
4 provided; and
5 WHEREAS, The Lake County Urban League's Second Chance
6 program also shows clients how to budget their money and
7 provides support services such as housing, transportation,
8 childcare, and substance abuse counseling; therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11 we congratulate the Lake County Urban League Second Chance
12 program on helping others to change their lives for the
13 better; and be it further
14 RESOLVED, That a suitable copy of this resolution be
15 presented to a representative from the Lake County Urban
16 League Second Chance program.
