1 HOUSE RESOLUTION
2 WHEREAS, Groundwater has an essential and pervasive role
3 in the social and economic well-being of the people of
4 Illinois and is of vital importance to the general health,
5 safety, and economic welfare of the people of Illinois; and
6 WHEREAS, The continuing development and use of
7 groundwater resources of the State has resulted in numerous
8 interruptions to the domestic use of groundwater; and
9 WHEREAS, Growth in the development and use of groundwater
10 resources can cause excessive declines in regional
11 groundwater levels; and
12 WHEREAS, Groundwater resources of the State must be used
13 for beneficial and legitimate purposes; and
14 WHEREAS, Concerns regarding the development of
15 groundwater resources need to be addressed; and
16 WHEREAS, Waste and degradation of groundwater resources
17 must be prevented; therefore, be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20 there is created a Groundwater Plan Task Force, which shall
21 consist of 8 Representatives, 4 of whom shall be appointed by
22 the Speaker of the House and 4 of whom shall be appointed by
23 the Minority Leader of the House, and 4 public members, who
24 shall be appointed by the Governor; the Speaker of the House
25 shall appoint a co-chairperson from the majority party, and
26 the Minority Leader of the House shall appoint a
27 co-chairperson from the minority party; the 4 public members
28 of the Task Force shall serve without compensation; the
29 Groundwater Plan Task Force is empowered to conduct business
30 when a majority of its members have been appointed; and be it

1 RESOLVED, That the Task Force shall hold public hearings,
2 review State policy on groundwater protection, study the
3 availability, use, and recharge of groundwater, as well as
4 the efficient use of groundwater resources, and make
5 recommendations concerning a strategic plan for managing
6 Illinois' groundwater resources; that the Task Force shall
7 report to the General Assembly and the Governor on or before
8 July 1, 2002; and that upon filing its report, the Task Force
9 is dissolved; and be it further
10 RESOLVED, That a suitable copy of this resolution be
11 forwarded to the Governor.
