91_HR0723 LRB9113720CBcb 1 HOUSE RESOLUTION 2 WHEREAS, The Unemployment Insurance Trust Fund is funded 3 by taxes paid by employers; and 4 WHEREAS, The Unemployment Insurance Trust Fund ended with 5 a balance of over $2 billion dollars at the end of 1999; and 6 WHEREAS, Benefits to unemployed workers could be paid for 7 nearly 20 months without a single tax dollar being paid into 8 the Trust Fund; and 9 WHEREAS, Sound public policy calls for a Trust Fund of 10 adequate size to pay benefits for unemployed workers without 11 unnecessarily draining away resources from employers that 12 could be better utilized in the Illinois economy; therefore 13 be it 14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 15 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 16 there be created a subcommittee on unemployment insurance of 17 the House Committee on Labor and Commerce; and be it further 18 RESOLVED, That the subcommittee be directed to conduct 19 hearings throughout the State during the year 2000, 20 accumulate data relating to House Bill 3157 and other issues 21 important to employees and employers regarding unemployment 22 insurance, and develop recommendations to be submitted to the 23 full House Labor and Commerce Committee, the Speaker of the 24 House, and the Minority Leader of the House by December 1, 25 2000.
